I was appointed as Stenographer Grade-III on 1.12.1981, in PB-1 (Rs.5200-20200 - GP Rs.2400). I was promoted as Stenographer Gr.II on 28.02.1989 - scale of pay Rs.5000-150-8000 and promoted as Stenographer Gr.I on 01.05.1996 in the scale of pay of Rs.5500-185-9000. In terms of para 5 of MACPS" promotions earned/upgradations granted under the ACP Scheme in the past to those grades which now carry the same grade pay due to merger of pay scales/upgradations of posts recommended by the 6th Pay Comission shall be ignored for the purpose of granting upgradations under Modified ACPS. Under this provision, the pay scales of Steno.II, Steno.I and PS have been merged as recommended by the 6th PC and they have bean placed in the grade pay of Rs.4200,4600 and 4800 in pay Band -2. Hence the promotion/financial upgradations granted to Steno.II to I and I to PS prior to 01.01.2006 is to be ignored. My submission is that my pay should be fixed under the above Rule as 1st MACP - Not applicable. II MACP to the grade pay of Rs.4600 w.e.f. 01.09.2008 and IIIrd MACP to the grade pay of Rs.4800 w.e.f. 28.02.2009. Whether this is corredt. Please advice.

Dear Mariama,

As you have been appointed in the year 1981 and have got two promotions as Steno Gr.II and Gr.I, as per the MACP recommendations you will get your 3rd MACP of Rs.4800 w.e.f. from date of completion of 30 years i.e. in the year 2011. As GP of Rs.4200 is common for Gr.II, I and PS but the replacement Gr.Pay for Gr.II will be 4200, 4600 for your 2nd promotion of Steno Gr.I and 3rd MACP of Rs.4800/- will be given after 30 years of regular services.

Hope that I might be right.

Dear Jitendra Sir,

I joined the CG service in Sept. 1992 as a Grade D Steno (4000-6000) and got my 1st ACP to the scale of 5500-9000 scale (Grade C Steno) in the year Sept. 1994. In my dept., there is no Grade II Steno (5000-8000). The Grade D Steno (4000-6000) is directly promoted/acp given to the scale of Grade C (Grade I 5500-9000). As per the MACPS order, the pre-revised scale of 5500 and 6500 should be granted the GP of 4600 and 4800 respectively, if they have completed 25 years of service. Since I have completed 12 years in the year 2004 and was given the ACP of 5500, whether I am eligble for 4600 GP. Since the illustration given in the MACPS order is of the promotion/acp of Stenos Grade III to Grade I and Grade I to PS (5000 to 5500 and 5500 to 6500), my dept. is saying that I am not eligible for GP of 4600 w.e.f. 1.9.08 and only the Stenos who are recruited in the scale of 5000 scale are eligible for this. I will be grateful if you could clarify this.

Dear Jitendra,

I am sorry, it was not my intention to post my query everywhere and that I am getting so much time for the same. By put my question in two places, I just wanted to see that any of these will come to your notice and I will get a right reply. And for sending mail to private mail, you people have not provided the same in gconnect, I think. I used to go through the gconnect for the last one year and found that a very few people like u are giving the right answer to any type of queries. My intention of addressing the query by name to you was only to get the right answer and nothing else. In this topic only, you can see above, to a query of Mariamma, two people (Ram and Pradee) have given two different replies, which will only confuse the person who put the query and others like me who follow these question-answer on this forum. Hope you will find some time to reply to my other query also.
