I am a scientific officer in one unit of the Dept of Atomic Energy, which has a great majority of its employees going to field work in remote areas for six months at a stretch (1 Nov to 30 April) every year. The head of department (Director, who reports to the Secretary of the Dept. of Atomic Energy) issued OM few years back stating that the first, third and fifth (if any) saturdays will be working days in the field and second and fourth will not be. Our offices work on 5 days a week. Since the employees, including scientific officers stay away from home for the six months, they would definitely wish to go home on every or alternate sat-sunday, depending on distance from tour/field, which often involves journey of 12-15 hours. However, due to this office order, the same is difficult. Coupled with the sadist aproach of many controlling officers, home-going is near to impossible.
I want to know whether the said OM has legal standing. Does the director have powers to issue this kind of OM? Can we have a solution? Employees are ready to work if they are not going home. But if they have to go home, they have to apply for leave on saturday, which is not a working day in their office.
HELP!!! SOMEBODY!! ANYBODY!

Dear friend
When the order for 5 working days was introduced, it was left to the department concerned to decide whether they will follow the 6 days week or 5 days week depending upon their workload and nature of work. Some department has followed 5 & 6 week for its general and shift employees. In this context, your department can issue orders for following 6 days week for its field employees as well as 5 days for its office staff.
Thus they can ask for applying leave on saturday. Perhaps you have to follow it. there seems no remedy in this regard. I would wish that some one else give you a favourable reply.
