Friends,

Hello,

After implementation of 6cpc everybody was crying on merger of 5000,5500 & 6500 grades and gr.pay. but no body noticed that cunning and silently benefit given to PB-4 persons. As we know the multiplication factor was 1.86 for all pay bands but if you calculate the Multiplication factor for PB-4 is 2.62 therefore they were given huge benefit of directly Rs.10000/- and more. No body is raising their voice against this anomoly. So friends pl. go and tell the spread this anomoly to all associations, JCM members and every plateform where you can raise your voice. Also recently PB-3 and pB-4 persons have been given non functional grades ( it also ACP for them but it is without ho halla)

The anomaly pointed out by you is well known to all and a lot of discussion has already been made on it in this forum itself. BUT THE FACT IS NO ONE CAN DO ANY THING FOR IT. THIS IS NOT AN ANOMALY THOUGH THERE IS A GREAT DIFFERENCE IN PAY FIXATION IN PB 4 VS OTHER PAY BANDS ESPECIALLY PB 1.

May be in the case of pre-revised scales of certain categories, a requirement of enhanced pay package depending on the responsibilities and duties attached with those categories. Even within PB 4, there is a higher group S-30 onwards. So, that is a different matter.

Whereas, the biggest anomaly in my view is the definition part of Pay Band and Pay in the Pay Band. This has created imbalances while interpretation and implementation both in respect of pensioners and the serving employees.

The pre-2006 promotees are getting less than post-2006 promotees in the same grade owing to the introduction of 3% increment formula.

There is a postponement of increment to July in 2006 in respect of those who were drawing increment between 1st Feb. and 1st June. The promotees of Jan-Feb. in a year are compelled to get their promoted pay from the date of increment viz. 1st July, because there is no other better option.

Even post-2006 pensioners, there is two different categories of pensioners pre-2.9.2008 and post-2.9.2008.

A fresh recruitee of post-2006 gets more pay in the pay band than the promotee to the same grade.

There is a hike of just Rs.200/- in respect of those getting promoted from a grade pay of Rs.8700/- to a post carrying grade pay of Rs.8900/-.

These are just illustrative but not exhaustive.

The success lies in Uniform treatment by correct interpretation and implementation apart from suomoto remedial corrective action based on feedback (representations) without a need for approaching legal remedy by the aggrieved employees as well as pensioners. Even RTI facilitates only information and which will facilitate remedial corrective action when a damage is explicit, I am unable to find. Hopefully, the Anomaly Committee and the Supreme Authorities will ensure justice in all respects.
