Dear Sirs,

One of my friends in the pre revised scale of 5500-175-9000 got his 1st ACP in 1999 and fixed in the scale of 6500-200-10500 and in the 2nd ACP in 2004 his scale was 8000-275-13500. As per the sixth pay commission his pay was fixed in Pay band III with the grade pay of 5400. During the official visit, the officer availed air travel as he is in the 5400 grade pay. But the office refused to clear the bill stating that ENTITLEMENT OF TA/DA OF AN EMPLOYEE IS TO BE DECIDED WITH REFERENCE TO THE GRADE PAY OF THE POST ACTUALLY HELD IN ANY CAPCITY WHETHER PERMANENT,TEMPORARY OR OFFICIATING AS PER THE REVISED RULE EFFECTIVE FROM 1ST September 2008. Thus his entitled TA/DA with reference to grade pay 4200 corresponding to 5500-175-9000 of the post of Cartographer he is actually holding. Accordingly he is entitled to 2AC not air travel.

What is his entitlement? Though he is drawing the grade pay of 5400 as his actual post lays in grade pay of 4200 the person entitled to avail only 2AC?.

YOUR ADMINISTRATION IS TOTALLY WRONG TAKING ITS OWN INFERENCE FOR THE TA-DA CALCULATION WITHOUT ANY SUPPORT OF OM FOR TAKING "POST""PERMANANT" TEMPORARY ETC AS ITS CRIETERIA

THE MODIFICATIONS IN THE TRAVELLING ALLOWANCE RULES AFTER 6CPC IMPLEMENTATION IS SQUARELY GOVERNED UNDER OM F.NO.19030/3/2008 E-IV DATED 23/09/2008 AND THEREIN IT HAS BEEN CLEARLY ENVISAGED oRDER NO 2 " GRADE PAY FOR DETERMINING TA/DA ENTITILEMENT IS AS INDICATED IN CCS(RP) RULES 2008" AND FROM PARA 2 (A) TRAVEL ENTITLEMENTS WITHIN THE COUNTRY IN THE ANNEXURE TO THE OM IBID IT MAY VERY WELL DERIVED THAT " OFFICERS DRAWING GRADE PAY OF RS.5400 & RS.6600 ARE ENTITILED TO TRAVEL BY ECONOMY CLASS BY AIR/AC II TIER CLASS BY TRAIN.

THUS IT IS CLEAR THAT NO ROOM FOR ANY INTERPRETATION IN IMPLEMENTING THIS TA DA ENTITILEMENT RULES
