When can we expect balance 60% arrears.Any news about it.

Dear friend

There is no specific order on release of balance of arrears. It is expected in August according to some quarters. Any how New Govt has to form and have to act.

The arrears of 60% due from Govt. is expected to release in the month of August 2009.

Dear friend
Govt does not seems to be in hurry as they are enjoying full majority. Though there is no confirm news, it will come before Deepawali for all those whoose pay fixations have no problem with their accounts offices.

yes it seems Government may release remaining 60% arrear as Durga Puja/ Dushehra gift because they have to face WB Assembly election, so it may be announced in the month of Sep,09 possibly.

Unless DOE issues specific orders, arrears may not come quickly!

CDAO Pune, in case of defence personnel, appears to have clarified:


6CPC 60% Arrears - Clarification

Govt of India, Min of Finance, Deptt of Expenditure O.M. No. F.No. 1/1/2008-IC, dated 16-3-2009

Extract of the above O.M is reproduced below..............
Vide this department's O.M. of even number, dated 30 Aug 2008 on the subject of implementation of SPC recommendations, instructions were issued, inter alia regarding payment of 40% arrears during the year 2008-09. The last sentence of Para 2(v) of the said O.M. clearly stated the following :-

"Orders in regard to second instalment of arrears will be issued separately."

This Department has been receiving references from some ministries / departments seeking clarification as to whether the remaining 60% of arrears can be paid in the next Financial Year 2009-10 without separate orders of this Department. In this connection it is clarified that the second instalment of arrears should only be paid after specific orders in this regard are issued by Dept of Expenditure.

In the light of the above, it is conveyed that orders as per above extract are yet to be received

The Ministry of Expenditure recently issued an Office Memo. regarding updation of profiles to post 01.01.2004 Central Govt employees. As reported by NSDL, the nodal agency for New Pension Scheme, a large number of cases pertaining to post 01.01.2004 entrants are yet to fill up the Registration Form for NPS.

The Expenditure dept has asked to complete the exercise latest by 31st of this month.

The process is to be completed before release of 2nd installment of arrear for which separate order is to be issued. Under no circumstances, the release of 2nd installment is to be done in the case of post 01.01.2004 Central Govt entrants before satisfying the precondition of registration.

With this Office Memo, it looks certain that the Government is going to release the second installment of arrear shortly. (reproduced copy)

Finally perhaps the most awaited order after ACP is issued today by MoF. We may now ready to spend the amount. Order regarding release of 60% arrear is available on finmin.nic.in.

implementation of Sixth Central Pay Commission's
As communicated vide this Department's Resolution No.l/l/2008-IC
dated 29th August, 2008, the Government had decided that the arrears on
account of implementation of Sixth Central Pay Commission's recommendations
will be paid in cash in two instalments - first instalment of 40% during the year
2008-09 and the remaining 60% in the financial year 2009-10. The first instalment
bas already been paid in 2008-09. It has now been decided that the remaining
60CJo of arrears may now be paid to the concerned Government servants.
J Further, as already stipulated vide this Department's O.M. No
-j (2)/ EV/2008 dated 17th August, 2009, in the case of post-Ol.01.2004 entrants
into the Central Government, the second instalment of arrears may be released
only after individual application forms for registration to the New Pension
Scheme have been obtained by the DDO/PAO from the concerned Government
3. As in the case of the first instalment of arrears, Government servants will
be permitted to deposit their arrears in their GPF Accounts. Though not
mandated, Government servants are encouraged to deposit their arrears in their
GPF accounts.
