How the pay is to be fixed in case an old scale has been upgraded to a pre-revised pay scale? For e.g. the scale of AAOs of IAAD which was 7450-225-11500 has been upgraded to pre-revised pay scale of 7500-250-....... Please throw some light as to how the pay of a AAO who actually drew let us say 8575 in the scale of 7450-....... on 01.01.06 will be fixed? The clarification issued by MOF is not at all clear.

Clarification is not sufficient, your latest calculator suggests that either drop 1 year arrears or drop promotion scale, because you only added grade pay to old scale after the promotion. So where is new scale after promotion on e.g. 1-1-07. So either calculator is to be corrected or more clarifications are required in this matter. somebody can throw light.

Clear explanation with example of fixation of pay of merged and upgraded scales have been give including those for LDCs, accountants, senior accountants, JAOs, AAOs, AOs and SAOs.
Also refer others in your office to this website. For specific queries post your comment. I am sure you will get complete understanding.
And the clarification issued by the government is as clear as it can be in respect of merged and upgraded scales.

Pay on 01-01-2006 8575 in the scale 7450-225-11500.
Pay in revised scale will be:
Pay = 15950; Grade pay = 4800; Total Pay 20750.
Note that upgradaation of scales of JAO, AAO of the organised accounts organisation to pre-revised scale of 7500-250-12500 DOES NOT MEAN THAT your pay will be fixed in the pre-revised scale of 7500-12500 and then the pay will be revised. This is a common misunderstanding among most people. The upgradation only means that you will be drawing grade pay of 4800 which is 40% of the maximum of the scale of 7500-12500.
In case of AOs and AAO also upgradation means what is stated above.

Bunching is a mystery I haven't understood yet. I would appreciate if somone would give specific cases where bunching is applicabel. I will work on that.

you will find bunching applicable in initial scales as well as in case of upgradation. Sorry but i am not agree with the examples of pay fixation for upgraded scales as given in civilaccount.blogspot.com.[/U][/B] If u look carefully all the fitment tables specially from Rs.2550-3200/-, u will find the answer. Since 5200 is the minimum fixed for PB_1, Rs.2550/- is fixed as 5200/-. Another stage is also fixed at the same stage. thereafter one increment is given after every two stages.This is the basic of bunching and is in accordance with Note 2A and also clause A(ii) beow Rule 7 of CCS(RP) Rules,2008.
Now take a example of upgradation of pay scale from Rs.4000-6000 to 4500-7000. An employee who is drawing basic pay of Rs4000/- in pay scale of Rs.4000-6000/-, his pay will be fixed at the minimum of corresponding pay in upgraded scale of Rs.4500-7000/- i.e. Rs.8300/- with grade pay of Rs.2800/-. Similarly employee drawing pay at Rs.4100 will also draw pay of Rs8300/- in upgraded scale. But the employee who is drawing Rs4200/- Basic, will be fixed at Rs.8300+one increment @3%. After every two stages one increment will be given till it reaches at the stage which is higher than Basic in prerevised scale*1.86. Illustration 4A of Notification dated 29.08.08 also endorsed it. I have prepared my own fitment tables on this issue and believe their accuracy. However it may requires further clarification from DP&T. As all of us know that only CCS(RP) Rules are statutory and not the clarification given by MOF OM dated 15.09.2008, another clarification may come which will endosre my views. Hope for the best.

in the MoF - Resolution says that SO/AAO posts will be merged.
in the Revised Pay Rules, in Part B - Section II, it says
Present Scale - Revised Scale - Corresponding Pay Band & GP
6500-10500 7500-12000 PB-2 - 4800
7450-11500 7500-12000 PB-2 - 4800
in sl. No.XX, in r/o IAAD,

is this MERGER or upgradation ?

in the IAAD, 6500 scale has been merged with 7450 scale, which in turn has been upgraded to 7500 scale !!!!
clarification 6(i) or 6(ii) ??

I AM an ASST teacher in railway school ....till now we have no information or memorandam or fitment tables ..because our pay scales are UPGRADED...SO CAN anybody give some information about it and how to caliculate my REVISED PAY..
MY PRESENT SCALE IS : 4500-125-7000
MY BASIC PAY ON 1-1-06 is 5625
my date of incriment is : Dec
not availing the quarter ;;

illustration 4A does not support your suggestion that pay of one who draws rs. 4000 will be fixed at 8300/- It will be fixed at 4000*1.86 plus increment on account of bunching if any. am i not correct ?

We have been discussing fixation on promotion, but is there an option to get the pay fixed from the date of increment in the normal course (no promotion during the period), the calculators in these sites have given us different calculations, some have given fixation benefits even though there is a monetary loss initially, will someone throw more light in this subject.

we need pay fixation on promotion only and not merged scales. Because this calculator doesnot apply to employees who got promotion between 2-1-06 to 1-1-08. mehtahd

pl review the illustration 4A. Why pay of an employee drawing basic pay of Rs.3125/- is fixed at the minimum of upgraded scale. I think I am correct. My confidence is based on deep study of Notification and all other relevent circular in this regard as well as Swamys clarification comes at the time of fifth pay commission as available in Interpretation of service rules. At present I may seem wrong but later it will be clarified.

though u can opt to get your pay fixed from the date of increment in prerevised scale, it is not beneficial to any one. though excetions may be there. reason is that the amount arrived after grant of increment in prerevised scale mostly cme less as compare to increment get in revised band.

Your pay will be fixed as under:
Pre-revised scale Rs. 4500-7000
Recommended Upgraded Scale : Rs 6500-10500
Corresponding Pay band : Rs. 9300-34800
Grade pay : Rs. 4200
Your Basic Pay as on 1.1.2006 : Rs. 5625
Revised Pay in Pay band = Rs. 5625 x 1.86 = 10,470 (Rounded off)
Total New Pay = Rs. 10,470 + 4200 = 14,670
There is no bunching at the stage of Rs. 5625 and hence your pay will be fixed at Rs. 14,670 with DNI 1.7.2006.
