It is welcome news that the 7th PC is of the view to discard PB nd GP introduced by 6th PC. The 6th pay commission has created ambiguity in fixation of pension to pre 2006 pensioners by merging the scales and creating Pay Bands.

Its too early to comment upon as lot depends on the formula of fixation, either for the existing employees or for pensioners.

I am of the opinion that the pay structure having grade pay and pay band is not bad in itself. Actually, it was differential treatment in respect of fixation of pay under Rule 7 and under Rule 8. Moreover, it was horrible to categorize the employees into two separate groups- one, existing employees who were in Government service as on 1.1.2006 and second, who entered in the Government service on or after 1.1.2006. To rub salt to injury, the Commission very shrewdly nowhere specified any minimum pay for any post. That resulted in wide spread pay anomalies- senior existing employees getting less pay than junior direct recruits.

If the 7th CPC is able to remove these shortcomings, I think there is no need to revert back to pay scale system.

The problem lies not in merging scales with replacing GPs, but absence of entry pay of every GP, for promotions from one GP to another.
