Kindly let me know the latest guidelines. Does a replacement have to be assigned by the employee?

Till recently I used to work under an Officer. Whenever any of the staff in his section applied for leave, he insisited that he/she indicate/ nominate the person who will perform his/her work in the absence period (including obtaining such a replacement's signature agreeing to the arrangement). But when he used to apply for leave and as the senior most staff under him, I used to ask as to whom he will be handing over the duties - His reply used to be - "How Can I say? It is the duty of my superior officer to nominate a person to look after my duties".

All that I could do during those times was to laugh within myself at his immaturity.

My junior has refused to look after my duties (he is just one year into service ).can he do this?he has given in writing that he cannot .
I am an Associate Professor in NEIGRIHMS Shillong (Autonomous medical institute under central mi is try of health and family welfare.
I had applied for CCL for four and half months as my daughter is appearing for 12th board exams in March 2015 and medical entrance examinations thereafter.
The administration has not replied yet to my application submitted almost two weeks ago.

What should I do?

Please advise.

I wish to know on which grounds can the administration deny CCL?Is it true that leave of only one month can be sanctioned by the local authority ?

Leave cannot be claimed as a matter of right.

My daughter is appearing in 12th boards from 2nd March. That is a valid ground and it's time I am intimated whether Ieave is granted or not.On earlier occasions I had never been denied .
