The latest development in ACP -

The conceived MODIFIED ACP SCHEME has not taken birth so far. It will be very difficult to predict the shape of the baby and the time limit of delivery.

However, it is predicted that it will be tough time for the ACP-iers of post 1.1.2006 era becuase it is reliable learnt that C&AG started making objections on granting the GP of the promotional post on ACP upgradatio and agrees only the next GP in the pay structure.

What will happen ? - only time will say.

It is for sure that the ACP will be to (i) next GP in the pay structure and (ii) no change in the pay band even if next grade pay happens to be in the next pay band.

If they have to give the ACP in this fashion, then it has got to be w.e.f. 1.1.2006 and not 1.9.2008. It seems the proposal as accepted by the Govt. is presently with the EC.

It is a fact that the Govt has accepted the 6CPC recommendations on the ACP scheme in principle with certain modifications. The modalities of the implemenation of the said decision are yet to come out. The date of applicability of this modified version is not decided.

The implementation of the new version will create more disparities. Some are given below:

1. The existing scheme (till date) envisages upgradation to the grade of the next post in the hirarchy. However the new version will grant upgradation to the next Grade Pay in the pay structure. This clearly makes ACP beneficaries into two Grade Pays (Existing and Modified). The existing scheme already made two groups by dividing the promotees and direct by granting upgradation only to direct recruitees.

2. The existing scheme envisages upgradation equal to a promotion in 12 years. But as per the new version, it may take 10 or 20 or 30 years to reach that promotional grade depending upon each cadre set up. Therefore, in general, the Modified version will not be a good one as compared to the existing one.

3. If the modified scheme is applied retrospectively from 1.1.2006, the upgradations already granted have to be de-graded in most of the cases. Therefore, retrospective effect cannot be applied since large scale litigation may lead to further complications.

Further, Grade Pay and Pay Band have some connection as per the new pay structure. In such situation, I don't think it practically possible to grand upgradation to a Grade Pay (on next Pay Band) by keeping the existing Pay Band of the individual.

When the position is so, what is the solution?

Going through the above posts and coming across practical problems, it seems the expansion of ACP must be ASSURED CONFUSION (OR COMPLICATION) PLAN SCHEME.

How about rechristening the scheme "Annoying Career Progression Scheme", for, the proposed ( read,"recommended - cum - accepted") scheme annoys more and assures less "career progression")?
