Respected Sir,

Sub:- Fixation of pay in respect of Section Officers in IA&AD and other organised accounts cadre–.

As per modification X(C) of Resolution dated 29th August 2008, in the IA&AD and all organized accounts cadres, posts of Section Officers and Assistant Audit Officers will be merged and placed in PB-2 with grade pay of Rs.4800 as recommended by the Commission.
In view of the above resolution, the posts of Section officers and Assistant Audit officers are to be merged in true spirit of the recommendation as per Sixth CPC, stated in the para 7.56.9 of the report, which is read as follows:
The post of section officer would, therefore, also need to be upgraded. The post will consequently be placed in the next higher grade carrying grade pay of Rs.4800 in the pay band PB-2 of Rs.8700-34800 that corresponds to the pre-revised pay scale of Rs.7500-12000. This upgradation will place the posts of Section Officer and Assistant Accounts/Audit Officer in an identical pay scale, thus necessitating the upgradation of the latter category. The posts of Assistant Audit officer and Audit Officer should, therefore, be merged in the pay band PB-2 of Rs.8700-34800 alongwith grade pay of Rs.4800 that corresponds to the pre-revised pay scale of Rs.7500-12000.
Keeping in view of the above Recommendation read with the resolution mentioned above, it can be concluded that the post of Section Officer carrying pre-revised scale of, Rs. 6500-10500 is upgraded to pre-revised scale of Rs.7500-12000 along with a grade pay of Rs.4800. In light of these recommendations, as approved too, the post of Assistant Audit Officers has become null and void w.e.from 01.01.2006.
As per Note 2A below Rule 7 of the Gazette Notification for Revised Pay Rules and subsequent clarifications vide Ministry of Finance OMs dated 13th September and 13th October 2008 Where a post have been upgraded as a result of recommendations of the Sixth CPC as indicated in Part B or Part C of the first schedule to these Rules, the pay of the individuals be fixed as explained in the illustration 4A annexed to the explanatory memorandum to these rules.
The procedure circulated vide OM dated 13th September 2008 clearly stipulates that the incumbents will automatically be granted the replacement pay scale/grade pay without assessing the suitability of the incumbent for granting them the higher replacement scale/grade pay. Their pay in the pay band will be fixed with reference to their fitment table corresponding to pre-revised pay scale including the grade pay corresponding to the upgraded post.
Part B of the first Schedule of the Revised Pay rules is read as follows:

From the approved table above, it can be concluded that pay of section officers and assistant audit officer need to be fixed in accordance with the para 7.56.9 of the report i.e., upgradation (illustration 4A) in respect of Section Officers and merging (illustration 4B) in case of Assistant Audit Officers on rolls upto 31.12.2005. However, the pay of the section officers and assistant audit officers promoted on or after 01.01.2006 has been fixed as per illustration 4B instead of illustration 4A, which is in contrary to the approved recommendations(para 7.56.9)
Kindly answer the following Queries:
1. It may please be confirmed, whether the post of SO is upgraded in IA&AD and other organized accounts cadres?
2. If so, whether fixation has to be done as per illustration 4A?
3. Whether any clarification to be sought from the Ministry of Finance in this regard as the fixation for SOs were done without giving upgradation which resulted loss of emoluments those who were promoted to AAO on or after 01.01.2006.
