View Full Version : 8,000-13,500 comes under PB2 or PB3?

One of my friends has the following problem. Anybody please help him.

"The Office Memorandum as issued by the Department of Expenditure, Ministry of Finance, Governing of India dated 30th August, 2008 for the implementation of the Sixth Pay Commission recommendations has inter alia appended the pay fixation fitment tables and the related instructions.

For the pre-revised pay scale of Rs. 8000-275-13500, the fitment tables have made two distinctions with two different pay bands as follows:

i. PB2 with revised pay band + grade pay of Rs. 9300 to34800 with a grade pay of Rs. 5400 and;

ii. PB3 with revised ay band + grade pay of Rs. 15600 to 39100 with a grade pay of Rs. 5400

As per the stated fitment table, the latter scale (PB3 as at ii above) is apparently applicable to personnel on direct Group A Entry only.

Can anyone provide/guide me the necessary rule position/orders issued for the autonomous institutions under Central Government for the following case:

2. Admn.-Cum-Accounts Officer / Rs. 5500-9000(pre-revised) Establishment Officer/ Rs. 8000-13500(Pre-revised) March 2006

The above officers were promoted to their respective posts subsequent to a Department Promotion Committee(DPC) in March, 2006.

Can anyone throw some light on their (of above officers) regarding payable i.e. either PB-2 or PB-3."

Dear friend
Group A entry means entry in to the scale of 8000-13500/-(pre revised) by either means i.e. promotion or direct recruitment. It is very clear from the recommendations of 6th Pay commission(not the notification). My department is following the same and has granted all promotees in the scale of 8000-13500/- GP of 5400 in PB-3. No further clarification is required on this.

Former Junior Time Scale of 8000-13500, in the new dispensation is restricted to Direct recruit Group 'A' officers and not for promotee officers. now those officers with grade pay of Rs.4800/- or Rs.5400/- in PB2 scale on their promotion to Group'A' post goes to PB3 with Grade Pay of Rs.6600/-. in short the Sixth Pay Commission has rightly recognised that direct entry Group A officers who under go 2 years training in the Academies and the 2 years feild training are given the Entry Grade Pay of Rs.5400/-. those getting promoted to the Group A post are burdened with full responsibility from day one and giving them the pay of a trainee officer is most unfair and stands corrected. Ofcourse at the implimentation level there are some problems most of which relate to the old mind set of considering promotee officers as second grade. in many Central Group B services, the substantive grade pay is Rs.5400/-. On their elevation to group A how can they be given again Rs.5400/- as grade pay? All concerned may please accept the fact that in Group A, there is no JTS and STS now. Promotees go to the former STS grade which they really deserve.
