Respected Sir,
I am retired Postmaster .My last basic pay at the retirement date was Rs.22800/- whereas Dept.of POST re-fixed my basic pay as Rs.22110/- .Due to which I am drawing my PENSION LESS BY Rs.690/- resulting a heavy loss in DCRG, and all pension allied benefits .Kindly go through the below given fixation points which the department is not considering without quoting any specific reason:

1. I got promoted from the lower post of Lower Selection Grade Post (Pay scale 4500-7000 according to fifth CPC) on 9/03/2006 to higher selection Grade II as Deputy Postmaster(with 6650/- in the Pay scale 5000-8000 according to fifth CPC) my PAY got revised at this stage as Rs 12370+GP of 4200=16570/- Whereas I was drawing the same basic pay before promotion to the higher post as Rs 6650/- because of BCR promotion. As per OM No.10/02/2011-E.III/A GOI,MOF,DOExp.New Delhi dt .07/01/2013, on application with reference to this OM ,my pay was revised in the light of the orders Rs.17530+4600=22130/- on 1/5/2013 and after DNI on 1/7/2013 my basic pay arrives to Rs 22800(18200+4600) at the time of my retirement on 12/08/2013.
But Dept. neither gave any reason of denial for not giving benefit of ONE INCREMENT ON PROMOTIONAL STAGE ON 9/3/2006,the post which was in higher post and higher responsibility too nor admitted my claim of Rs 22800/-.

2. After promotion to HSG II post(Pay scale 9300-34800 +GP 4200), I have been ordered to officiate on next higher post of HSG I with Grade Pay of Rs 4600/= from 1/4/2006 to 28/2/2007, and again to officiate on HSG I Post on adhoc basis from 1/6/2007 WITHOUT ANY BREAK TILL 12/06/2009( DATE OF DPC) AND GOT REGULAR PROMOTION FROM 12/06/2209.
As per existing rule 10 of CCS(RP) Rules 2008 "Any adhoc promotion followed by regular promotion WITHOUT ANY BREAK ,promotional pay to be considered from the initial date of adhoc promotion by obtaining fresh OPTION of pay fixation and DNI."

This aspect has also been denied by the AO Pension and disapproved my pay earlier drawn and re-fixed at the lower stage without giving any benefit of this RULE quoted above in Pay fixation, again putting me in LOSS.

Kindly clarify both the points above, whether the Department's stand is right OR my claim.

Let me know in case of any additional details required further I can submit my pay revision statement for your perusal.

Thanks and Regards,
V.S.Iyer
