Dear friends,

From 1.1.2006 onwards, the followings grades were merged into a single Grade Pay of Rs.4200:

1. 5000-8000
2. 5500-9000
3. 6500-6900
4. 6500-10500

The findings of the 6CPC in this regard are given below:

Scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 have been merged to bring parity between field offices; the secretariat; the technical posts; and the work shop staff. This was necessary to ensure that due importance is
given to the levels concerned with actual delivery. It is also noted that a large number of anomalies were created due to the placement of
Inspectors/equivalent posts in CBDT/CBEC and Assistants/ Personal Assistants of CSS/CSSS in the scale of Rs.6500-200-10500. The
scales of Rs.5500-175-9000 and Rs.6500-200- 10500, in any case, had to be merged to resolve these anomalies. The scale of Rs.6500-200-6900
was an intermediary scale identical to the scale of Rs.6500-200-10500, albeit with a shorter span. Since the length of a pay scale is not very
relevant in the revised scheme of running pay bands, no rationale existed for retaining the scale of Rs.6500-6900 as a distinct scale.

With the intention of removing certain anomalies, a lot of new anomalies have been created. It is learnt that efforts are undergoing to remove that anomalies also in different departments and in MOF. Until and unless all such cases are taken up together, I don't think the problem can be solved.

Under CBEC, the following posts are included in the issue:

1. Administrative Officer( 6500-10500)
2 Inspectors (6500-10500)
3. Dy.Office Superintendent(5500-9000)
4. Senior Tax Assistant (5000-8000)

While posts at 1,3,4 are under same hirarchy, the posts in 4 are the feeder cadre of the disctinct cadre of Inspctors(s.No.4).

If the people from other departments share the anomalies in their department, we can reach in an overall view in the issue.

The pay commission had mentioned every where that the posts in 5000 and 5500 had been merged or upgraded to 6500 and they found that it created a lot of anomaly and then they removed the anomaly by making people believe that 6500 and 5000 are same hereafter by saying 9300 as the starting pay as 5000 * 1.86 = 9300 and they had already notified 5000 = 5500 = 6500 and this is accepted by all thus mathematically 5500 * 1.86 = 9300 and 6500 * 1.86 = 9300. It is as such not an anomaly.

Now they have to bring the parity between those joined in 5500 and 6500 grade before 1-1-08 and after that in the same post before and after pay commission as the difference is some 3000 Rs roughly in basic pay.

5500 * 1.86 = 10230 (10230 - 9300 = 930 ( a 10% ))
6500 * 1.86 = 12090 (12090 - 9300 = 2790 ( a 30% ))

they can remove that anomoly by giving a 10 % decrease in 5500 grade after applying the multiplying factor of 1.86 and a 30 % decrease in 6500 grade after multiplying by 1.86 thus there will be parity within the same post irrespective of their joining date.

Dear friends,

Out of the following posts under CBEC the demands were:

1. Administrative Officer( 6500-10500): For parity with Sudpt(7500-12500)
2 Inspectors (6500-10500): For parity with Inpsector of CBI (7450-11500)
3. Dy.Office Supdt(5500-9000): For parity with Inspector (6500-10500)
4. Senior Tax Assistant (5000-8000): No specific demand for a parity.

What 6CPC had done:

1. Not accepted any demand of 1 & 2 above
2. Accepted demand of 3 above
3. Given parity to 3 above as a bonus

Message: You should not demand anything in future.

it appears that merger of 5000, 5500 & 6500 scales with 4200 GP made this ..........

I was in 5000-150-8000 scale on 01-01-2006 with Rs.6350/= and placed in PB2. My next promotion scale was 5500-175-9000 as per hierarchy. I was given notional promotion w.e.f.01-01-2006! Now....

> what will be my pay? will it be revised?

> since both 5000 & 5500 scales were merged into PB2 GP 4200 will I get any monetary benefit?

> otherwise I am due to get ACP after 10 years w.e.f. June 2009. Now, if no monetary benefit, will I get ACP, since I should be given 4600 GPas per the modified acp scheme?

> Now - with the news that all 5000, 5500 people should get 4600 GP, what will be my case?

What should I do?

please tell the name of the department where multipling by 1.86 is done for the fellow who have joined after 1.1.06.please send the required doccuments.as soon as possible

I feel he did not say what you are stating. he meant decreasing the salary of employees who were already in service on 1.1.06 to bring them at par with new recruitee joining after 1.1.06. Surely a sarcastic comment.
