Sir,
If an employee is out of HQ for full month in training centre for training is entitle for transport allownce.

If the employee is out of HQ for a full calender month, he is not entitled to Transport allowance. If the employee is not claiming TA/DA for outstation training, etc, then he may be paid transport allowance.

Relevant extracts of the rule position is reproduced below:

Transport Allowance during training treated as duty:-

Transport Allowance may be granted during such training period, if no transport facility/TA/DA is provided for attending the Training Institute. During official tour in the training course, the allowance will not be admissible when the period of the tour covers the whole calendar month. Also, during training abroad, no Transport Allowance will be admissible when the period of such training covers the whole calendar month.
