Kindly inform whether one increment for promotion in same grade pay for carrying out higher responsibilities is applicable to an UDC who got ACPS in 2004 and after VI CPC GP of Rs.2800 but got the post of Assistant after 2006 will be eligible for the one increment for promotion in same grade pay.

No. The benefit of pay fixation has already been availed of at the time of ACP and hence there will be no further pay fixation (except change in Grade Pay, if GP of Assistant is higher than 2800).

What Shri Victor ji meant is only new GP will be given instead of current GP and not increment as pay fixation has already been done at the time of upgradation under MACP.

The golden rule is that there can not be 2 pay fixations for 1 promotion. MACP is treated as "fill-in-gap" between upgradations resulting from promotions in this case.
