Dear Shri Victorji and other seniors,

Is there any provision to step up the pay of a senior on par with his junior
to remove the pay anomaly that arose owing to grant of one increment from 1.1.2006? While the junior was drawing increment between February and June prior to 2006, the senior was drawing annual increment between August and December. Of course, after meeting the conditions prescribed under CCS (RP) Rules, 2008.

As the order did not specify about this aspect, your valuable comments may add more clarity on this aspect.

The practical example will be furnished shortly. However, in a simple
comparison, a junior employee by virtue of his increment date falling between
Feb. and June 2006 gets an increment in pre-revised scale of pay on 1.1.2006
and another increment in the revised structure on 1.7.2006;

whereas, a senior employee by virtue of his increment date falling between
August and December 2006, he gets just his increment in the revised structure
on 1.7.2006 by preponement. Pay anomaly can arise to the maximum extent of any one increment that was paid on 1.1.2006 to junior owing to his postponement of
increment to 1st July in 2006.

In a nutshell, one gets two increments, viz. one in 1st Jan. (as per pre-revised pay)
and another on 1st July (as per revised structure).
The other one gets one increment on 1st July (as per revised structure).

Will provide the actual example shortly.

As desired, the following example is given:

Prior to grant of one increment from 1.1.2006 vide OM dated 19.3.2012

Mr.A
Pre-revised basic pay on 31.12.2005 in the scale of 10000-325-15200 : Rs.10650
Date of Annual Increment prior to 1.1.2006: 1st September
Revised basic pay on 1.1.2006: Rs.19810+6600 = Rs.26410
Pay on 1.7.2006 : 27210

Mr.B

Pre-revised basic pay on 31.12.2005 in the scale of 8000-13500 : Rs.10200
Date of Annual Increment prior to 1.1.2006: 1st March
Revised basic pay on 1.1.2006: Rs.18980 + 5400 = Rs.24380
1.7.2006 = Rs.25120
Promoted on 1.9.2006 to next higher grade
Pay fixed on 1.9.2006 = Rs.27080 (including GP Rs.6600)

After grant of one increment on 1.1.2006 vide OM dated 19.3.2012

Mr. B
Pre-revised Pay on 1.1.2006 with one increment: Rs.10475
Revised Basic Pay on 1.1.2006 : 19490+5400 = 24890
1.7.2006 25640
Promoted on 1.9.2006 to next higher grade
Pay fixed on 1.9.2006 27610 (including GP Rs.6600)

Thus, there is a difference of Rs.400 between Mr. A and B. The Junior Mr. B
happens to draw Rs.400 more than his senior Mr.A by virtue of grant of one increment since Mr.B's increment was due between February and June.

Whether Stepping up of Pay in r/o Mr.A on par with Mr. B is permissible?
