Dear friend

Calculation will be as under:
1) BASIC PENSION:LAST PAY DRAWN/2=19350/2=9675/-
2) COMMUTATION:40% OF BASIC PENSIONX12X8.194(ASSUMING THAT HE HAS COMPLETED 33 YEARS OF SERVICE)=3870X12X8.194=380530/-
3) GRATUITY=.25X(LAST BASIC PAY+DA)X66=.25X(19350+16% OF 19350)X66=370359/-
4) LEAVE=(LAST bASIC pAY+DA@16%)XNO. OF LEAVE/30
hope it will solve your problem

Friends,
I am not sure as to whether the querist just wants to confirm the gratuity his/her friends had got.
Any way, in my view, only 10 months Pay plus Grade pay plus DA (16% in the instant case ,total Rs.22446 multiplied by 10 = Rs.224460) would be the gratuity allowable in the instant case. This is based on the premise that a person retiring after 20 years is entitled to full benefits. (Ofcourse this has put officers with 33 years or more at a disadvantageous, in that in the earlier era, such officer would have got more gratutity. In the given example the gratuity would have been Rs.276,507.(16.5 x 16758) (Pay plus DP plus DAat old rates as on 30.9.2008.). But, unfortunately, as per the 6th CPC the gratuity has come down to 224460.

As for commutation, the multiplying factor would be 8.194 (assuming that the individual retired at the age of 60). The formula is 8.194 x 12 x (*% of the pension per month) (* Maximum commutation allowed is 40% of the pension).
As for pension, it is 50% of last pay plus Grade pay.
With regards,
