View Full Version : Pay fixation in merged grades pre/post 1.1.2006

Dear Friends,
Need some clarification friends, before proceeding to submit a RTI application. The answers for which I would like to put forth the following questions.

1. From what date, does the merger of grades take effect from in case of 5000 to
5500 grades ?

2. Does the merger of grades have effect on those who were promoted before
1.1.2006 ?

3. Does those promotions earned before 1.1.2006 will be ignored for grant of MACPS ?

4. If ignored, will the pay fixed on promotion in those merged grades be protected
before 1.1.2006 ?

5. If the Pay for those promoted be protected before 1.1.2006, why is not protected
for those promoted after 1.1.2006 ?

6. If the merger of grades would have impact pre/post 1.1.2006 on pay, why is the
pay for those pre 1.1.2006 protected and post 1.1.2006 be ignored ?

As far as I know, all those who have been promoted in the merged grades before 1.1.2006, they pay have been fixed and re-fixed (with two increments) as per V pay commission. Their promotions have been ignored for granting MACPS, (only promotions ignored not their pay fixation) they have also been granted MACPS, with another Increment and change is GP-4600.

But, the poor people who were promoted after 1.1.2006, their pay which was fixed and re-fixed as per V pay commission have been ignored along with the promotion.

Any comments, any inclusions can be added or subtracted with this. Views of all the members are expected.

6CPC has recommended a common replacement pay band & grade pay for 5000-8000 and 5500-9000 pre-revised scales in order to de-layer certain levels in the Govt., which in effect implies that these pre-revised scales have been merged. The next logical step for cadre controlling authorities is to merge the two cadre posts (which constitute feeder and promotion grades and now lie in the same grade pay viz.4200) and formulate a single set of Recruitment Rules, in line with OM dated 24.4.2009 (http://circulars.nic.in/WriteReadData/CircularPortal/D2/D02est/14017_61_2008-Estt.(RR).pdf).

The merger of the scales is effective w.e.f. 1.1.2006 as CCS(RP) Rules, 2008 issued to implement 6CPC comes into effect from 1.1.2006.

All persons have to switchover from 5CPC to 6CPC w.e.f. 1.1.2006 and the pre-revised basic pay on this date will be used for fixing the revised pay in the 6CPC.

Option is availabe to switchover from a date later than 1.1.2006 and so post 1.1.2006 promotees can opt to switchover w.e.f. date of promotion if that is more beneficial. This would in effect "protect" the pay but at the cost of arrears not being admissible for the period from 1.1.2006 to the date of promotion.

The promotion from 5000 to 5500 will be ignored under MACPS for both pre & post 1.1.2006 promotees.

Kindly note that when substantial changes are made to posts/scales either on the basis of recommendations of pay commissions or through cadre restructuring, etc, there will always be unequal benefit. It is very difficult to give equal benefit to everybody or to satisfy one and all.

Also note that under RTI you can ask for information that is "available". You won't get any answers to queries which requires the opinion or explanation of the CPIO.
