I wish to know that on bandh day, is a govt employee is compelled to attend office.
Even if there are few transport, there is chaos and constant disturbance on roads. if any incident of injury takes place who will be responsible for any death or injury. in such acute diturbance is a officer bound to attend office for a signature or one hour duty. As on such day no one stays for more than hour. Then why other officers who could not attend office are to give explanation.

Rule says "Government servant may be granted special casual leave,if the competent authority is satisfied that the absence ofthe individual concerned was entirely due to reasons beyond his control, e.g.due to failure to transport, or disturbances or picketing or imposition ofcurfew etc". Such rules are provided for protection of employees from Bandh, Crufew etc. Hence one is eligible to get Special Casual Leave on such days.

An employee who can not attend to office due to reasons beyond his/her control has to submit an application for special casual leave along with paper cutting of the report which states there was traffic disruption due to which functioning of government offices were hampered. If the reasons are acceptable to the sanctioning authority, then, spl. casual leave can be sanctioned.
