Sir,


I am a Central Government Employee and having two children studying in Standard 6th and Sr K G respectively. I have submitted CEA claim of my children for the academic year 2010-11 with my office. While on scrutiny of the same for reimbursement, my office as well as our Pay & Accounts Office has restricted the fees claimed under Craft Fee and School Development Fee stating that these two items are not entitled under CEA. In this regard, I would like to request your goodself to kindly let me know whether I am entitled to claim the Creaft Fee and School Development Fee, the fees directly charged by the School Authority, under CEA Scheme based on the under mentioned Office Memorandums issued by the Department of Personnel and Training, Government of India, New Delhi or not.

1. O.M. No. 1201 111 612009-( Allowance), dated 13.11.2009
2. Point No.VI of O.M. No. 120 1 1/08/20 10-Eslt. (AL), dated 30.12.2010
3. O.M No.120 1l/03/2008-Estt. (Allowance). Dated 02.09.2008

Copies of the above said Memorandums are also enclosed herewith for your kind ready reference.

As per OM dated 2.9.2008 (http://circulars.nic.in/WriteReadData/CircularPortal/D2/D02est/6pc-eduallow.pdf) the items admissible for reimbursement include special fee charged for any subject. Hence in my view 'Craft Fee' would be admissible. However, 'School Development Fee' does not exactly fit into the definition of items eligible for reimubrsement.

But as per OM dated 13.11.2009 (http://circulars.nic.in/WriteReadData/CircularPortal/D2/D02est/12011_16_2009-(Allowance).pdf), 'Vidyalaya Vikas Nidhi' charged by KVs is admissible for reimbursement. Based on this analogy, 'School Development Fee' should also be allowed for reimbursement.

DOPT has just issued a clarification (http://circulars.nic.in/WriteReadData/CircularPortal/D2/D02est/12011_07-ii_2011-Estt-AL.pdf).

As per this clarification, 'Development Fee' can be reimbursed if it has been charged in lieu of 'Tuition Fee'.

Only tuition fee, cost of books/notebooks, uniform & shoes(two sets) each qualify

As per this clarification, 'Development Fee' can be reimbursed if it has been charged in lieu of 'Tuition Fee'.
