i am working in central govt organisation. I am eligible for travel by II ac train. recently i have tour plan for me and only one train was there from my starting station to destination with class III AC and no tickets are available . So i have travel in air and claimed II ac train fare. But my accounts dept settled me with III ac train fare only. kindly some clarify this is correct??

Reimbursement is equivalent to actual fare of entitled class through direct shortest route between places of travel. If no train runs having entitled class, fare of lower (and actually available between the places) would only be reimbursed.

It is not understood from why this strange disbursement was made. For all air travel, approval of competent authority is a must and travel should be only through AI flights. There are some departments where travel by private airlines have been allowed to reduce cost.
But that cannot be cited an excuse for other departments. But, if that train doesn't have any AC-II tier at all then, perhaps AC-III fare was paid.
Still, it is a strange disbursement. Perhaps our senior members threw some light on the matter.

Dear Amit,
Travel on duty/tour is differentiated from travel on LTC. Please note:
1. Tour: Only national carrier by all (entitled/non-entitled).
But for LTC: non-entitled govt servants may travel by pvt. airlines subject to limitation by entitled class. On Delhi-J&K route (in lieu of HTC), pvt. airlines are allowed to all (entitled/non-entitld) subject to limitation by AI LTC-80 fare.

2. Tour: Recently on some routes not connected by AI, pvt. airlines are allowed.
But for LTC: even entitled ones are not allowed on the same routes by pvt. airlines on which they are allowed while on tour.

You may find these stranger.

PS: No Dept has "allowed" pvt. airlines, per se. The LTC (and for that matter, Tour) rules are uniform for every Central Govt Dept.
