Sir,
Recently I have seen an old circular regarding seniority of the employees appointed on compassionate ground.The same was mentioned that those who have appointed on compassionate ground will treated as junior to the candidates appointed or promoted to the same category on the same year.Let me know whether this circular still valid or not.

The Circular is still valid(DOP&T’s O.M. No.14014/6/94-Estt.(D) dated the 9th October, 1998). As per an order issued by the P & T Department, seniority of officials appointed on compassionate ground is from the date of their joining the service. In their case there is no question of 'Selection' to treat par with direct recruits appointed through a 'Selection' process on merit.
