Sir,

My husband got transfer on promotion from the Grade pay of 2400 to 4600.

His old station was Delhi and New Station of posting Shillong.

He chose to keep family back at old station i.e. Delhi.

Now his transfer Grant is being calculated at his old Grade Pay 2400.

He got relieved from Delhi on 24th Dec 2010 and joined Shillong on 28th Dec 2010. These places are not connected by train.

But he brought 1/3rd of his personal effects by Road through Mover and Packer Service only after the month of April 2011 as his further posting was not decided till then. He was charged Rs.30000/- for the same. He has submitted a Truck Reciept of Rs.30000/-.

During the aforesaid period the Rate per Km for transport by road (Rs.Per Km.) rose by 25% due to the rise in DA above 50% (i.e.51%).

Now the office is restricting his claim to the old rates per km for transport by Road and calculating it only 5700/- approx. Their argument being that he joined the new station on 28/10/2011 and hence transfer of personal effects could not be given for a later applicable rate.

The stand of my husband is as under :-

1. Since the DA rates (51%) are applicable from Jan 2011 so he is eligible for enhanced rate (25%up) for Transportation of personal effects as the Personal Effects were brought after April 2011 for no fault of his.(as his further posting was undecided)

2. Further even the announcement of DA was made in March so even then the Date of transportation of personal effects (April 2011) falls after the enhancement of the Rate per Kms (25% up).

Even the worked out amount is to less (logically) for places not connected by Train. I request you to kindly workout the 1/3rd claim for which my husband is entitled to alongwith relevant rules of clarifications.
