in departmental enquiries is it mandatory to hold preliminary enquiry?
what is the purpose and legal standing of preliminary enquiry?

Preliminary Inquiry is not mandatory in Departmental Inquiries. Usually Preliminary Inquiry is done for suspension in cases which involve criminal offence, or departmental proceedings which are likely to lead in conviction or dismissal.

As I alrady pointed out preliminary inquiry is to sustain the case. The authority concerned may if feel it necessary dispense
