It is noticed some offices are holding the payment of transport allowance on the plea the official in not in Head Quarter (while on tour) and hence not entitled for it. While in some other offices they are treating it as any other allowance (due to merger of Tr All with CCA) and not linking it with other things and being given as pay and DA.

Can someone clarify weather Tr All can be withheld now on some plea or to be paid irrespective of the official is in H Q or not. What about the payment of Tr. All when the official is on Earned Leave for the full month?

While I am not sure about the position about payment of Tpt Allowance if official is on tour for the whole calendar month, I am certain that he will not be entitled to it if he is on leave for a whole calendar month.

Kindly clarify where is circular regarding not entiltelment during leave for more than 30 days

Transport allowance (Tpt All) can be drawn during EL.

There exists no circular/order which prevents the drawal of Tpt All when one is on EL.

Tpt allowance shall not be admissible if a person is away from hqrs on tour or on leave for more than one calender month. A person proceeding on leave w.e.f. 2 February and resume duty on 30 March shall be entitled to Tpt allowance for both the months. On the other hand a GS leaving on 1 February won't get Tpt allowance for that month
