I am working at Jamnagar Gujarat, I had been to Chennai during November, 2010 availing LTC for any place in India, with my wife and one child ( below 12 years ). I am entitled for 2nd A/c by rail. On return I submitted my along with a Working sheet which indicates the following:-
Expenditure incurred as per the mode and Class of travel actually performed :

Jamnagar to Ahmedabad by train by 3rd A/c for 3 persons Rs. 1703
Ahmedabad to Chennai by air for 3 persons Rs.11421
Chennai to Bangalore by train for 3 persons Rs. 304
Bangalore to Ahmedabad by air for 3 persons Rs. 10258
Ahmedabad to Jamnagar by road for 3 persons Rs. 1200
Total Rs. 24886
Actual entitlements as per direct route:

Jamnagar to Ahmedabad by train by 2nd A/c for 3 persons Rs.1498
Ahmedabad to Chennai by train by 2nd A/c for 3 persons Rs.4663
Chennai to Ahmedabad by train by 2nd A/c for 3 persons Rs.4663
Ahmedabad to Jamnagar by train by 2nd A/c for 3 persons Rs.1498
Total Rs.12322

Note: The copies of sample train fares for entitled class for adult and child for onward and return journeys enclosed herewith

Any person who intends to visit Chennai from this part of Gujarat has to go to Ahmedabad first and from there only he can board a train to Chennai. The above mentioned sample train fares were down loaded from the fare inquiry window available at indianrail.gov.in. The travel undertaken by me from Ahmedabad to Jamnagar by road was by a private bus. The amount Rs. 1703 shown above includes tatkal charges.
As I am entitled for 2nd A/c, I claimed Rs. 12322/=

My Department has sanctioned an amount of Rs. 8858/= on the basis of the following:-

Total distance from Jamnagar to Chennai is 2230 km by rail. Eligible fare on through ticket basis as per railway chart for 2230 km by 2nd A/c is Rs.1840 per head. Therefor, for 2 and half fare is 1840 x 2.5 = Rs. 4600/=

Return journey is restricted to Ahmedabad only as the distance covered by Road from Ahmedabad to Jamnagar does not appear through approved mode of road journey. Hence the eligible amount for the distance of 1899 km is Rs.1703/= per head. Accordingly the eligible for 2 and half ticket is 1703 x 2.5 = Rs. 4258.

Now I had purchased a sample ticket on through ticket basis from Jamnagar to Chennai for 2nd A/c and the cost of this ticket for 2 adults and one child is Rs.4910 Another sample ticket was purchased by me for the journey from Chennai to Ahmedabad for 2nd A/c and the cost of this ticket for 2 adults and one child is Rs.4708/= and I have requested my Department to enhance the amount sanctioned from Rs. 8858 to Rs. 9618 ( 4910 + 4708 ).

Please let me know whether the action of my Department in granting approval as per through ticket is as per rules ?

Action of your department is not in order. LTC is granted on the basis of direct train and shortest route. You may represent
