In case of deputation, whether the service book of an employee shall retain in the parent department or to be transferred to the present employer(to where he deputed)?

In case of deputation, whether the service book of an employee shall retain in the parent department or to be transferred to the present employer(to where he deputed)?

In the case of deputation, the service book has to be transferred. However, in the case of Foreign Service, the SErvice Book is not required to be transferred.

Foreign Service means service in which a Government Servant receives his pay with the sanction of Government from any source OTHER than the Consolidated Fund of India or the Consolidated Fund of a State or the Consolidated Fund of a Union Territory [Refer FR 9(7)].

Deputation means when the source of the salary is the Consolidated Fund of India/State/UT.

For eg. if a govt. employee goes to an autonomous body where the salary is not debited to the Consolidated Fund of India/State/UT then the appointment is termed as Foreign Service, otherwise it is called Deputation.

Thanks Victor Sir. One more clarification. If an employee working under central autonomous body(Consolidated Fund of India) preferred higher post in an another organisation run by a Society. In this case,whether that Society will come under CFI?

If the expenditure of the organisation is directly booked to the "Demand for Grants" of the administrative Ministry/Department then it comes under CFI. If the Society has separate accounts and meets it expenditure through grants/revenue then it doesn't come under CFI.
