Here i want to know the meaning of "rotation of vacancies" and "vacancies reserved for direct recruitment and promotion", which is well viewed from an extract taken from a website of central government.

Further who will be authority of determining these things?

The relative seniority of direct recruits and of Promotees shall be determined
according to the rotation of vacancies between direct recruits and Promotees which
shall be based on the quotas of vacancies reserved for direct recruitment and
promotion respectively in the Recruitment Rules.

The quota for DR and promotees are fixed as per the RRs of the post.For the purpose of assigning the seniority, Roster register of vacancies is prescribed by dopt;like 40 point ,100 point,200 point(afetr mandal quota).Depending on vacancies are filled by DR only,or part by promotion etc.In the roster register,the points are marked as DR and Promotees as per the quota in RRs. Eg if 75% by DR and 25% by promotion ,the regr will be opened with DR first and the sl. nos 1,2,3 will be DR and 4 as promotees.Again,5,6,7-DR;8 P etc.
If it is DR 66.6 % and 33.3% promotion ,it will be sl.nos 1,2 -DR and 3-P etc. After the 7-2-86 dopt Om,there will not be any year to year crossing in the seniority;and latest dopt orders stipulate,the year of joinig will be taken and not the year fo exam/result .Thus now seniority will be fixed among DR and Ps in the ratio within the year of joining and excess DR or Ps will be bunched at bottom of the year.Next year,again,the rotation as per the ratio will be started (no carry forward benefit for the DR or Ps for next year,if not filled up in same year).
