I am working at Jamnagar ( Gujarat ) and I had applied for LTC to home town
( Tuticorin, Tamil Nadu ). There is a direct train to Tirunelveli ( near to Tuticorin ) from Hapa ( near to Jamnagar ). But I want to go via Chennai and the train from Hapa to Tirunelveli does not touches Chennai and hence I have to go to Tuticorin via Ahmedabad and Chennai. More over the Hapa to Tirunelveli train does not have 2nd class A/c compartment and it has only upto 3rd class A/c Compartment.

Kindly inform whether I can go to Tuticorin via Ahmedabad and Chennai ( which is longer route ) and claim LTC applicable for 2nd Class A/c which is notionally applicable for the shortest route i.e from Hapa to Tirunelveli.

Your claim shall be restricted to the actual train fare or train fare by shortest route which shall be less

I am working as Regional Officer (Sails), Group B Gaz. with PB 9300-34800 + GP 4600. It is an allied office of the Directorate General of Shipping. The Director General of Shipping is the appointing authority for all the Group A and B posts at the Directorate and its allied offices.

The Government Shipping Office, Seamen’s Employment Office and Seamen’s Welfare Office are also some of the other allied offices of the Directorate General of Shipping.

At present two different sets of Recruitment Rules are being followed in the Non tech. side.

1) For all the Group ‘A’ and ‘B’ Non tech posts located inside the Directorate and the Regional Offices (Sails)
2) Another for all the Group ‘A’ and ‘B’ Non tech posts located at the Government Shipping Office, Seamen’s Employment Office and Seamen’s Welfare Office i.e. The Shipping Masters, Dy. Shipping Masters, Asst. Shipping Masters, Director Seamen’s Employment Office, Dy. Director Seamen’s Employment Office, Asst. Director Seamen’s Employment Office and Seamen’s Welfare Officer.

The above RRs were formulated prior to the implementation of 6th Pay Commission Recommendations.

Though the RR for the post of Regional Officer (Sails) is included with the RR for all the Group ‘A’ and ’B’ Non tech posts located inside the Directorate the Regional Officer (Sails) is not the feeder category for any of the post in the Directorate.

Likewise though the Seamen’s Welfare Officer is included with RR for all the Group ‘A’ and ’B’ located at the Government Shipping Office, Seamen’s Employment Office and Seamen’s Welfare Office, the Seamen’s Welfare Officer is not the feeder category for any of the posts in the same RR.

The posts of Regional Officer (Sails), Dy. Shipping Masters, Asst. Shipping Masters, Dy. Director Seamen’s Employment Office, Asst. Director Seamen’s Employment Office and the Seamen’s Welfare Officer has been included under the same Pay Band with same Grade Pay i.e. PB 9300-34800 + GP 4600.

The posts of Executive Officers which are located at the Directorate also carries the Pay Band 9300-34800 + GP 4600.

The Seamen Welfare Officer is the promotional post for the Regional Officers (Sails).

Dy. Shipping Masters and the Dy. Director Seamen’s Employment Office are the promotional post for the Asst. Shipping Masters and Asst. Director Seamen’s Employment Office.

Asst. Director General of Shipping which is located at the Directorate is the promotional posts for the Executive officers.

I was recruited for the post of Regional Officer (Sails) and is still continuing in the same post without a single promotion for the past 14 years. One of my colleagues who was also recruited for the post of Regional Officer (Sails) 29 years ago is also continuing in the same post till date.

But two officers recruited as Asst. Shipping Masters in 1999 have been promoted as Dy. Shipping Master and their further chances of promotions are bright as their RR is different.

As per the DOPT OM No. AB 14017/61/2008-Estt.(RR) dated 24/3/2009, for each of the merged grades, a single set of Recruitment Rules is to be formulated and notified.

In the light of the above facts I requested the Directorate to formulate a single RR for all the posts having Pay Band PB2 9300-34800 + Grade Pay 4600 under the Directorate, as per the above said OM in order to give equal promotional avenue for all the officers of the same grade but the same has been turned down for the following grounds.

“ As per the existing Recruitment Rules the criteria for promotional avenue to the post having Grade Pay of Rs.4600 in Group ‘B’ Gaz. Post of DGS & allied offices is varies and proportionate according to the total sanctioned strength of each post of concerned department of DGS so that the persons in feeder grade of the concerned departments should not be deprived from the chance of getting further promotion. Hence there is no logic in formulating a single RR to render equal promotional avenue. “
