CCL has come as a boon to the worried mothers. The doubt is whether the entitlement for conveyance allowance denied while availing CCL? As per a circular dated 11.9.2008, during the period of such leave, she shall be paid leave salary equal to the pay drawn immediately before proceeding on leave. Please comment..thanks

Transport Allowance is not admissible in case any leave (including CCL) is taken for a full calendar month. So if CCL is availed for eg. from 1st to 31st March then TA is not admissible for March. However, one can avail leave (including CCL) from 2nd Feb to 30th March and get TA for both Feb and March.

Further, Leave Salary includes Basic Pay + DA thereon. HRA, TA etc., are allowances and are governed by separate orders.

Victor sir,
HRA is deducting proportionally if an employee absent or on leave without pay.But if an employee is performed one day duty is eligible for full amount of transport allownce.Please clarify the logic behind this.

HRA is paid in full even if it is Extra Ordinary Leave or Half Pay Leave for a full calendar month, as the employee still needs a house to stay even if he is on full month's leave. There are however, some conditions attached which needs to be fulfilled for grant of HRA.

Transport Allowance is a compensation for defraying expenses while commuting from residence to office and back. So if an employee is absent from office for a full calendar month on whatever type of leave, the question of paying TA obviously does not arise. The condition attached to grant of TA is lenient, simple and in favour of the employee.

In one of the OM dated 11th Sept, 2008,, it is mentioned that
" During the period of such leaves , the women employee shall be paid leave salary equal to the pay drawn immediately before proceeding on leave ".

Does this " paid leave salary" include TA or conveyance allowance?

No. Only Leave Salary equal to the pay drawn immediately before proceeding on leave.
