Can you please tell me what it is meant by grade pay on non functional basis. Some of the officers Grade pay has been fixed at Rs. 5400 on non functional basis after 4 years of service in the grade pay of Rs. 4800/-. (pl. see pages 30 & 31 of Ministry of Finance - Resolution dated 29 August 2008). Whether these officers are entitled for class of accommodation on TA/LTC where grade pay should be Rs. 5400/- or more.

Dear friend
Grade pay on non functional basis simply means that a person who has not been promoted to a higher grade but given grade pay of higher post. It means that he will continue to work in his previous post but will draw higher pay. On grant of non fuctional Grade Pay/Pay scale, all the benefit attached to higher Grade Pay/pay scale will be extended to him. No doubt about it.

I am working as Group 'B' Gazetted officer in the scale of 7500-250-12000 for the last 10 years. As per 6th CPC recomendation and Govt. Gazette notification, employees working in the scale of 7500-250-12000 have to be granted 5400 grade pay after completion of 4 years. My office says that it will be granted after 4 years in the grade pay of 4800. Kindly clarify whether it has to be 4 years in the post or 4 years in the grade pay of 4800.

Your office interpretation is wrong; same thing happened in CGWB, Min of Water Resources, who have corrected it with a clarification. It has been clarified that 4 years in 7500 grade is the condition for 5400 grade pay, but not before 1.1.2006. Even those who have put in much more than (as in your case) 4 years by 1.1.2006 will get it wef 1.1.2006 only. Those who complete 4 years after 1.1.2006 will get it from the day they complete 4 years. Pl do inform the action of your office, now.
