One of my colleague intend to avail of ltc by taking one day casual leave on 4 november(.) his return was planned on 7 november(.) 5,6 & 7 november were holiday(.) however his train was cancelled on 4 november and he started his journey on 5 november and returned on 7 november and joined office on 8 november(.) he was actually on leave on 4 november(.) my office not granting ltc on the plea that he was at destined station/journey during holidays and not on any kind of leave(.) can some throw some light on this case

Dear Friend,

As you already know LTC can be availed even during Casual Leave preceded/followed by holidays. Your colleague is entitled to avail LTC during the period between 4th and 7th November (CL on 4th and Holidays on 5,6& 7). On his train being cancelled by Railway Authorities, your colleague will have no option but to defer his journey to next available train. His travel on LTC between 5th & 7th (all holidays)was not intentional and was beyond his control. If he could submit the proof of cancellation of train on 4th in which his original journey was booked, he should be deemed to have availed LTC commencing from the same day of CL and his claim admitted accordingly. It is up to the Head of Office to take a just decision by recording the reasons.
