The Original OM allows conversion of LTC (HT) to visit NER by air (OM dated 2.5.2008). Subsequently, It was allowed that:
1. Employees who have already availaed LTC (HT) can visit NE by using Anywhere in INDIA LTC (OM dated 14.5.2008)
2. Employees whose Home town and head quarters is same, the question of conversion of LTC (HT) to visit NER does not arise.

As evident, the point 2 above says conversion of LTC (HT) does not arise where Home town and HQ are same. An employee already availed HT to visit place 'X' is allowed LTC (Anywhere in India) to visit NER.

Can this be interpretted that an employee although not entitled to HT as his HT and HQ are same, can visit NE (without need of converting LTC -HT) by air using LTC (Anywhere in India)

Dear friend,

There is strength in your views.

Firstly, Government has no intention to deny the benefit of NER LTC to those employees whose HT and HQ are same. Secondly, the scheme envisages that NER LTC can be availed by converting one block of home town LTC. It is rightly clarified that the question of conversion of home town LTC to visit NER can not arise in the case of employees whose HT and HQ are same as there is no eligibility of home town LTC to them. However, the eligibility of 4 year LTC to visit any place in India can be utilized for availing the concession of NER LTC (for air travel).

It would be appropriate if a clarification to this effect is issued by the Government.
