Sir,

In a state Govt dept, promotions for few officers are held up due to want of signature of the Accepting Authority in their ACR's,as because the previous Accepting Authority is being transferred. Newly Accepting Authority is in the opinion that the same case is not in his duration,so it is being officially sent for signature to the earlier Accepting Authority.Now the matter is pending for a quite long time.

Now,I want to know the exact rule under such circumstances so that the signature in ACR's are not kept pending for a long time for which the matter of promotion will get sufferred.

As per ACR Rule an officer under whose control a Govt employee has served for more than three months is to write the ACR in any capacity whether Reporting/Review Authority. There is no harm to have two ACRs for one year in case a Govt employee worked under two officers, but it is not necessary. In any case present Reporting/Review Authority can write the ACR for the whole year, since 3 months period is sufficient enough to assess the performance of an employee
