Since years together docters are given NPA in central as well as state health departments.Only 40% docters practically competent to do private practice and others are not competent, whereas hundred percent docters are paid NPA without any kind of restriction. Now the punjab Govt. is planning to award NPA to Vetnary docters also.

Why,stepmother behavior with engineers, When hundred percent engineers are capable of doning private practice at other plateforms. Allow the engineers for private practice or Grant NPA to engineers on the same ground as of docters.

All the egineers are aggrieved with this cadre discrepancies.

The issue was considered by the 6CPC in detail, but the grant of NPA to engineering cadres was not agreed to. Kindly refer to para 3.4.4 and 4.2.53 of the 6CPC Report for further details (http://india.gov.in/govt/paycommission.php).

Thanks for highlighting cadre discrepencies in terms of NPA (non-practising allowance). If we look at the terms and conditions cited in the appointment letters of all the government employees; nobody is allowed to do private practice or any additional business, hence no NPA should be granted to anybody. In fact our policy makers never consult the Constitution of India while favourind certain influencial group of employees (like doctors). in my opinion, either all cadres of government employees should be given/granted NPA, (as engineers, techologists, nurses, medical laboratory staff, chemists, pharmacists, physiotherapists, optometrists, drivers, cooks, gardners etc. have potential for doing private practice) or NPA granted to medical degree holders should be slashed. There should be uniformity in the practice linked allowances of all the government employees.

There is no provision of NPA for engineers

fully agree with the principle and logic too
but may be npa is given to docs to attract them to govt jobs as health care is a big social need and issue
