Dear All,
Recently, govt has issued clarification (16 Sept. 2010) that for LTC purposes, LTC80 scheme of National Carrier (Air India) in Economy Class will be accepted, whatever may be the entitlement.

In case of non-entitled officers/officials (GP below 5400), there was earlier a facility for them to travel on LTC by pvt airlines subject to limitation by entitled class of Rail. Following doubts occur now in the wake of recent order:

1. What would be the status of LTC journeys performed through air tickets of private airlines purchased for LTC purpose by the non-entitled officers (say, GP of 4800) prior to issuance (16th Sept. 2010) of the instant order?

2. How will the claim of such LTC journeys settle after comletion of return journey?

3. It can not be inferred that if the outward journey has not yet commenced, tkts of pvt airlines may be cancelled, since in many cases, date of outward journey may be very near and flight accommodation in LTC80 scheme of NACIL may not be available.

Your comments/guidelines please.

The clarification dated 16/9/2010 w.r.t LTC is applicable only to officers entitled to travel by air.

For non-entitled officers, the OM dated 11/3/2010 (http://persmin.gov.in/WriteReadData/Estt/31011_2_2006-Estt.%28A%291.pdf) is still applicable which provides for reimbursement as per rail entitlement, if the journey is performed by private airlines.
