There is an interesting case in our office. A man whose wife underwent tubectomy was granted FPA as per rules. Later the person died and his wife was given employment on compassionate grounds. Now the woman is claiming FPA. Is she entitled or not? Will someone please comment with appropriate rule references on this?

As per rules, the FPA is not admissible to employees even on re-employment. Ministry of Finance has clarified that "incentive for adopting small family norms is admissible during service life of eligible government servants. Once an employee demits office/retire from /ceases to be in the government service on whatsoever consideration, his/her service life ends, and the incentive for adoption of small family norms also comes to an end."

Based on the above analogy, FPA will not be admissible to the lady who was appointed on compassionate grounds.
