Hi to all Sirs and Friends,



A person has incurred a sum of Rs. 680/- on self-medical expenses in emergency in a private hospital at Pune while on duty(rather returning from duty). He has submitted reimbursement claim (under CGHS). Accounts office has returned the same asking for ex-post facto sanction.

The doubt is - Should the claim (for such a petty amount) be sent to Head of the Department (at Delhi) or is the Head of OFFICE (at Mumbai) competent to accord the sanction for reimbursment.

My feeling is that it should go to HOD and not HOE.

However, I look forward to guidance from learned seniors/friends.

the claim shall be entertained and processed for payment. but the problem in govt of india offices, no body is ready to shoulder the responsibilty and try to shell the responsibility on other like in your case. If the amount is within the delegated power, the same can be passed for payment

For Branch Offices HOD will be the sanctioning authority for Medical Exp. in such cases (ie. CGHS Patient's claim for private hospital exp. during emergency cases etc.). This claim is to be recommended by the Branch Officer and sent through HOO to HOD.
