Free Sea Passage ,Andaman & Nicobar Islands

Sir,
I want clarification on free sea pessage for Andaman and Nicobar Islands LTC.I am resident of Andaman and nicobar islands.I am posted in National Informatics centre in a district of Jharkhand.The employee who are working in Andaman are getting free sea passage every year.Sir I want to know whether i am also eligible for free sea passage every year to my home town Andaman or not.Army peoples who are posted in Andaman and nicobar islands are getting free sea passage every year.
Sir since National informatics centre is also a All India service then I should also get free sea passage or not.
Please clarify me.

Kindly let me know your Home Town. If u declared ur Home Town in A & N Islands, then as per LTC Rules, u r eligible for Home Town LTC every year by surrendering All India LTC.

Kindly give me some reference(like OM,ministry letter) so that I can show it to my DDO.
