This pay commission has played lot of tricks and gimmicks to fool the employees.
1. Upgraded some scales but not given clear picture to fix the pay.
2. Some scale are merged - for what purpose, only God knows.
3. PB-3 and PB-4 pay calculated much higher than that of PB-1 & 2
4. In PB-1 & PB-2 existing basic x 1.86 formula applied
5. But in PB-3 & PB-4 there is no formula at all....
6. Arrears are giving in instalments
7. And Govt is taking back some amount in the name of tax... fooling again
8. No notifications till date regarding TA on tour, LTC or transfer.
9. Only Uncertainity prevails
10. Child care leave only for ladies, Gents are not supposed to take care of their children.
11. Maternity leave enhanced, Paternity leave untouched, Gents have no responsibility during delivery period (As Govt says)
12. In some cases direct recruit will get more pay than his senior what a magic?
13. Armed forces are feeling shortage of men and officers, still Govt is placing a blind eye towards it.

The pay commission has not played any trick

The pointwise reply is as follows

1. The fromula for fixation is 1.86*your old basic +grade pay as on 1-1-06. After this you will get 3% annual increment (or 3 or 4 5 in PB-3 based on your CR grading) on pay +grade pay. This formula holds true for PB-1 to PB-3. For PB 4 the fixation is 37400+ one increment for ecah 2 increament in old scale as on 1-1-06. After this the annual increment is same 3%.
2. The clarification of merger is given in detail in pay commission report .
3. Only PB-4 is higher. The basic behind this is that person in PB -4 is in HAG and should not work under undue pressure from various agencies and boss itself. He shoud now work better for nation.
4-5 Already explained in point 1
6- The arrears are given in instalment to divide the finance burden in two years.
7. Tax is always deducted from pay. Nothing new?
8. Normally notification of these comes much later then pay commission report implementation.
9. I will tell you a fact- Child care and suffring of maternity is much more for women than a man. You try to view from woman point of view. paranting is full time job for women at least for six month.
13- The inhance ment of s-24 and s-25 is only because of demand of armed force

1 Fixation of upgraded scales is quite clear. You get 1.86 times your pay plus 40% of maximum of the upgraded scales. People are unneccesarily confusing themselves.
2 Merger of scales has been explained. Although recruitment and administrative changes/reforms should accompany such merged scales.
3 Yes PB-3 and PB-4 are getting comparatively more pay. This is good fodder for our Unions. They must work on it.
4 and 5 Same as above.
6 This is the governments decision not the commissions. least the govt can do is give 8% interest on the balance till it is paid.
7 Death and taxes are inevitable.
8 It will take time. Remember the Cabinet committee took 5 months to revise the fitment formula from 1.74 to 1.86.
9 If you are certain of what you want, then there can be no uncertainty.
10 and 11 Yes men are MCPs and so the big brother Government is taking care of all its sisters in the most appropriate way it can.
12 Not at all. If you do the fixation in a clear and logical way the juniors get less or equal pay to senior.
13 Not only armed forces all the Government offices are also short of staff (of calibre). The government is nether thinking nor working on any administrative reforms. I suggest there should be possibility of unhindered lateral and vertical (on merit) movement of staff across departments and offices at least in the non-technical cadres.
