Great injustice done by CPC to Inspectors of Central Excise,Customs Income Tax and Assistants in Central Secretariat

Will the pay scale of Inspectors of Central Excise, Customs Income Tax and Assistants in Central Secretariat as per part B section I clause ii be upgraded to Rs. 7450 with grade pay of Rs. 4600/-? I hope this happens. Otherwise the Direct Recruit employees (Scale 6500-10500) appointed after 1.1.2006 would be the worst affected by the VI Pay Commission. Because of the merger of pay scales 5000-8000, 5500-9000, and 6500-10500, even the employee in scale of pay 5000-8000 who was getting Rs. 5000/- as basic pay as on 31.12.2005 will be getting more than the Direct Recruit employee appointed after 1.1.2006. Shocked?! Here is the illustration; For Direct Recruits recruited in the scale of 6500-200-10500 who joined on or after 01.01.2006 the pay as per VI pay Commission will be fixed to Rs. 13500/- For an employee in ho was receiving Rs. 5000 in the pay sacle 5000-8000 as on 01.01.06, as per the VI pay commission his pay Rs. 5000 will be multiplied by the factor 1.86 and Rs. 4200/- will be added as a Grade pay which amounts to Rs. 13500/-. For an officer who joined before 01.01.2006 and receiving Rs. 6500/- as pay in the pay scale of Rs. 6500-10500), as per the VI pay commission his pay Rs. 6500/- will be multiplied by factor 1.86 and Rs. 4200/- Grade pay will be added to this which amounts to Rs. 15070/- . Is this Justice? Does it not amount to the Govt. cheating Direct Recruits? The govt. just degraded the Direct Recruits from 6500-10500 to Rs. 5000-8000 scale? Does it mean Govt. does not want any new talents? Normally merger means a lower scale will be merged with the upper one. But curiously the VI CPC had done it the other way. It has merged 6500 and 5500 to 5000 thus downgrading the 6500 and 5500 scale to 5000. Is this merger? It is an insult to the officers who were recruited in these scales. Instead of creating a Pay Band II with min basic pay as 12000 the VI CPC has created PB2 with minimum basic pay of Rs 9300. Why this injustice. Are these officers in these scales don’t deserve their rightful pay as per the resolution of the government. Are the committee of secretaries don’t know basic arithmetic. Will it be addressed to Govt.? Can any one answer these queries? Apart from this the VICPC has recommended upgradation of the scale 6500-200-10500 to the 7450-225-11000 for most of the departments. Why the Inspectors of Central Excise, Customs and Income Tax and Assistants in CSS were spared. Does the pay commission doesn’t have enough time to study the functionalities of these cadres? Since HRA is based on basic pay the officers in these two scales have to suffer for the injustice done by CPC and COS. Answers for these???????????????????.

there is direct remedy in revised pay rules to upgrade pay scale of inspectors to 4600 grade in PB2.

also due to conflict in wordings in resolution and pay rules, nfsg for gazetted officers also not implemented so far. if it is done in any place or anybody having clarification issued may pl send copy to nsdev007@gmail.com.

anyway, both the boards are blind elephants. it would require some pressure and agitation to get 4600 grade for inspectors and nfsg in PB3 for gazetted officers

as per notification issued, your department perhaps CBDT has to send a proposal for upgradation of pay scale of rs.6500-10500/- to MoF for concurrance. All of you may request him to move the proposal. It will not come to you but u have to try for it.

The 6th CPC and COS donkeys do not know even the basic mathematics which a simple 10th Std. Student will be knowing. How these donkeys rose to higher posts is a matter of grave concern and to ponder? this is the level of the so-called "higher ups" in our country? As u said, these donkeys do not know what is merger, what is upgradation, what is pay commission? They simply wasted govt. money and time, had fun and frolic at govt. expense and gave a routine useless shabby report in the name of pay commission to justify govt. expndr incurred by them including touring of 17 different countries !!!!!!. What a colossal loss and burden to exchequer? But nobody says this was a burden. That is the irony and greatness of Indian politicians. These donkeys deliberately wanted to keep the pay scale of Assistants in CSS and Inspectors of IT etc. very low. So, they multiplied by 5000 whereas none of these even a single donkey had brain including COS to point out that it should be multiplied by 6500 and not 5000 which is the real merger. Real Gadhaas!!!! Is it not?
No recognition of Direct Recruit Assistants. What sin they made except to use their talents and qualify a tough exam including prelims, mains and nowadays interview also and get appointed themselves as DR Assistants.Do the donkeys in 6th CPC and COS know about this? There should have been a separate entry pay band and grade pay for DR Asstts even prior to 1.1.06 like the one these donkeys have created in pb-3. Shame on 6th CPC and Shame on COS. Shame on Govt. which accepted such a report with himalayan anamolies. These donkeys favoured only the following deliberately:

1. those whose date of next increment falls on 1.1.06
2. Directors in all Ministries for whom these donkeys have given a jackpot pay commission. Huge unmatchable salaries for all Directors with a minimum difference repeat difference of 29,000 to 30,000 p.m hereafter from Sept. 08 onwards with transport allowance of Rs.7000/- p.m
3. For PB-3 and PB-4, basic pay multiplied by 2.61 and not 1.86 like others in PB-2 and PB-1. Why this difference and discrimination? Those donkeys in 6th CPC and COS have to answer these questions to the public?
4.Why Ministry of Finance increased Grade pay from US and above to 6600 and above on their own without any justification or recommendation received from any corner? what is the hidden agenda behind all these things? Whom do they want to benefit surreptiously?

Who will look into the above huge deliberate anomalies created by 6th CPC and COS and the Ministry of Finance ? Is this the kind of justice prevailing in India even after our 62 years of independence? Are we living in a free liberated India or still under British Raj? Who will clarify this and get rid of this and provide equality and justice to all, if at all it is prevailing in India?

According to the Office Memorandum dated 25.05.2009 of Ministry of Finance "Posts of scientific staff in the scale of Rs.6500-10500 carrying minimum qualification of engineering degree or a post-graduate degree should also be upgraded and placed in the scale of Rs.7450-11500 corresponding to the revised pay band PB-2 of Rs.9300-34800 along with grade pay of Rs.4600" can
be implemented now.In our institute the minimum qualification of the scale 6500-200-10500 is not the master degree .Can any stuff having master degree in this scale obtain the grade pay Rs.4600. please justfy as early as possible.

Dear friend,

While minimum qualification is Post-Graduate Degree for certain posts of Scientific Staff in the scale of Rs.6500-10500 that can be upgraded to 7450-11500. If the minimum qualification is not the master degree, and if the
higher qualification is not an overqualification and has been given any weightage at the time of induction, then suitable clarification can be obtained for upgrading the existing pre-revised scale. This too is applicable
for Scientific Staff as it has been said accordingly. If the higher qualification is ignored at the time of induction, then it will loose its weightage subsequently too. However, there is no bar in representing the case.
This is my view and some other views may follow from our members soon.

Dear Mr. Subrata,

The upgradation to the scale of 7450-11500 is in respect of posts (of scientific staff) carrying pay scale of 6500-10500 and prescribing minimum qualification of engineering degree or a post-graduate degree in their Recruitment rules.

Possessing post-graduate degree or engineering degree can not entail an incumbent to claim upgraded scale to his post which does not prescribe the degree or post-graduate degree in engineering as minimum qualification.

To be specific, it is the scale of the post i.e. upgraded and not the scale of the selective incumbents of a post. On upgradation of the scale of any post, all the incumbents holding the same post will draw the same scale of pay irrespective of their varying qualifications.
