MEmbers, Can some body clarify this.

My wife got Family palnning operation done with delivery on 9th January, I have got promoted to new grade on 1 st February. I have got special increment from only 1st February. But they have considered the pay of 9 th January, instead of 1st feb. Is this is the way it is usyually calculates. Can somebody give any refernce to clear this .

The Family Planning Allowance would be equal to next increment due (including the one on ad hoc post) at the time of operation and will remain fixed during the entire service. This rule has been amemded w.e.f. 01.01.1996 as under:
Family Planning Allowance to the employees who had undergone sterlisation before or after January 01, 1996 and who opted the revised pay scales, shall be revised, so as to be equvalent to the lowest rate of increment applicable in the relevant revised scales of pay applicable at the time of undergoing sterlization. [Dept. of Per.& Trg. O. M. F. No. 6(39/98/IC II dated 06.07.1999].
Therefore, the rate of increment applicable to the post held by you at the time of operation and not the rate of increment applicable to the promoted post at time of grant of allowance. With effect from 01.09.2008, the Family Planning Allowance is at fixed rates based on the Grade Pay.

According to the provisions contained in this Ministry’s Office Memorandum No. 7(39)/E
December 4, 1979, Central Government employees who undergone sterilisation were entitled to a Special
Increment in the form of Personal Pay not to be absorbed in future increases in pay. The rate of increment
was equal to the amount of the next increment due at the time of grant of the incentive and was to remain
fixed during the entire service.
It is mentioned that the next increment due at the time of grant of the incentive not the day the operation held, and it seems logical also. Can you clarify this.

If possible can you send the copy of OM which you have quoted,

Dear friend,

Our learned friend, in his reply post above, has already clarified the issue. The rule quoted by you was effective till the date of implementation of recommendations of V pay commission and is redundant now.

As of today, the rate of personal pay for small family norms will be based only on the grade pay applicable to the post held on the date of operation if performed after 01.01.2006 and on the lowest rate of increment applicable to the post held on the date of operation if performed before 01.01.2006.

Dear Friend,
Kindly see the orders for grant of Family Planning Allowance as per the 6 CPC recommendations at website http://finmin.nic.in/6cpc/index.html wherein it is clearly stated in Para No. 2 that all other terms and conditions governing the grant of Family Planning Allowance shall remain unchanged. Therefore, the Govt. order dated 06.07.1999 holds good and the F.A should be granted on the pay scale or grade pay applicable at the time of sterlization. For copy of order dated 06.07.1999 kindly refer to page No. 35 of "Swmysnews" August 1999 issue.
