Sir,
I joined Maharashtra State Govt. In Jan. 2001.After 5yrs & 4months I apply through proper channel got selected through UPSC in Min. of Deffence, Govt. of India as Civil Officer. Now CDA, Pune is asking my office not to count leaves of my previous dept. For counting my previous service as Qualifying Service still correspondence is going on.
Is my past service not a Qualifying Service? If Yes pls. inform meunder which rule.
Now I'm again got selected in Min. of Health through UPSC. Will there be any problem joining my entire past service?
Please help me!!

Leave is not a pensionary benefit under CCS (Pension) Rules, i perceive there is no provision for transfer of EL. It is covered under CCS (Leave) Rules under 39 D.

Yes,
your state government service has to be accounted in the new job service book

for example , previously it was esi which was under the state

and now it is esic which is a quasi government

those who where absorbed , are just contined there in the same place, from esi to esic, got the service protection, pay protection and there el also carried over

there seniority also maintained because of there service in state was taken into account
