View Full Version : Benefits of past service in same department

Hi friends,
I was working as Nurse in Indian Railways since April05, 2006 in Rajkot division. I applied for the same post of Nurse advertised by Railway Recruitment Board , Ajmer in 2008 and got selected . I have taken permission from my department to sit in this exam. After that Bikaner was the division of Indian Railways alloted to me for new posting. I submitted my technical resignation at Rajkot and joined the duty here at Bikaner on May 27, 2009 . My basic there at Rajkot was Rs 13590 + Grade pay Of Rs 4600. Here at Bikaner my salary is fixed as Rs 12540 + Grade Pay 4600 which is initial basic of my grade pay and post. I would like to clarify following points

(1) Whether I am entitled for pay protection as mentioned in circular of DOPT circular no No. 13/24/92-Estt.(Pay-I) Dated the 22nd June, 1993 whose link is

in this even pay is fixed for state govt. employees selected in Central govt. job. link is


and judgment given by Delhi Highcourt in the case of G. R. CHAWLA v/s DDA

(2) Whether I am entitled for benefits of Privilege Pass & PTO which are given to railway employees on completion of five years of service. Till five years they get only one set of privilege pass & thereafter entitled for thee sets of privilege pass.

(3) Whether I am entitled for next promotion because I have completed two years of service and I am seniormost in my scale . By getting promotion no one will loose seniority.

(4) Whether leaves earned by me during past service will be added to this service.

(5) If these benefits are not provided to me and I revert back to my previous place of posting , what will be the procedure of m pay fixation and seniority if my juniors already promoted there to next scale of Rs 4800/-.

(6) Whether Indian Railways is not bound to follow the rules of DOPT.

I got a letter from my department for pay fixation from my initial date of apointment and hence may pay fixed accordingly.
