The 6th CPC recommendations and the subsequent implementation by various Central govermnet departments have really created more problems than improving upon the previous Conditions. The worst affected area is the unwillingness from some quarters to bring in parity of Central Secretariat and field staff upto the level of Assistants as per the recommenadations accepted by the govt. ( Ref. Chapter 3.1.3, 3.1.4, 3.1.14 ). This gives space for doubting the undue influence the CSS staff are having on the decision making process in the Ministry for their proximity to the higher ups. For e.g.; when a UDC is promoted to an Assistant in the Central Secretariat, he gets Rs.4600 grade pay which is at present higher than the grade pay of the Gr. B gazetted Officers of the field staff.They claim that a cat in the king's palace is bigger than a cow in the minister's home. Throughout the Central government services, it needs to be ensured that the long established hierarchy of posts and their associated responsibilites and perks are not altered illogically to the benefit of some. The Central Government Service MUST be a Model to other services in the country.

Further, the granting of Grade pay of Rs. 4600/ to the selected cadres of Assistants and Officers is illogical having merged the pre revised posts of 5000-8000, 5500 - 9000 and 6500 - 10500 ( which is upgraded to Rs. 7450 - 11,500 with GP 4600/ ) After 1.1.2006, these three posts can not be taken into isolation.

Another area left in total confusion is the fixation of pay of Seniors who draw lesser salary than their juniors who are promoted or joined service after 1.1.2006. some Ministries, for e.g.; the Petrolium and Natural Gas Ministry allowed fixation benefits in the upgraded scale to their assistants who got promotion after 1.1.2006 and gave step up to the seniors at parity with the junior's pay. While some other Ministries are not allowing fixation benefits to employees when they were promoted after 1.1.2006 just to place the seniors at a higher pay. This area also demands immediate attention and clarification.
