Kindly clarify as to whether fixation benefits under FR 22(1)(a)(1) is admissible on both occasion, if an employee gets promoted from grade pay 2400 to 2800 on 1st of the month and again gets promoted to grade pay of 4200 on the very next day. I remember having read that if an employee gets promotion successively within a short span of time, he is entitled for fixation benefit only on the second occasion. Kindly clarify

Dear friend
On both occasion, benefit of pay fixation will be given but is it possible to get two immediate promotion. The benefit of two pay fixation on the same day was also given at the time of introduction of ACP scheme 1999 to those who had completed 24 years of service. There is no such provision that benefit of second promotion will only be given if promotion comes in short span.

Thanks for your prompt reply. Yesterday I went through FR 22. There is a audit instruction regarding grant of beneifit of fixation in case of promotion within a short span of time. In our organisation after completion of 4 years of service in 4000 scale (pre-revised), you are upgraded/promoted to 4500 scale and 60% of 4500 Scale officials are upgraded/promoted to 5000 scale(pre-revised). Benefit of fixation under FR 22(1)(a)(1) is allowed. Hence the reason for successive upgradation. If you have time please clarify whether the audit instructions regarding grant of benefit in case of promotion within a short span of time will apply to this case also. There is a audit instruction under FR 22.
