View Full Version : Parity between Field and Secretariat Offices

The government vide (ii) Section I, Part B of the First Schedule to CCS (RP) Rules, 2008 (appeared in the gazette Notification page No.44) implemented the recommendation of the 6th cpc and made parity upto to the level Assistants in the field office and Secretariat office by merging three scales (pre-5000, 5500 and 6500) and upgraded to 7450-11,500. Also granted Grade pay 4600 by Ministry of Finance vide OM F.No.1/1/2008-IC dated13th November, 2009 as per the provisions of (v) of Section I of , part B of the CCs (RP) Rules 2008 for all the offices.

Simultaneously the RP rules also allowed the posts in the scale 6500-10,500 carrying minimum qualification of either Degree in Engg/Law also to upgrade the pay to 7450-11,500 and GP 4600 without the consultation of Ministry of Finance.

The recommendation of CPC to bring parity is reproduced below:

Chapter 3.1.3: Higher pay scales in the Secretariat Offices may have been justified in the past when formulation of proper policies was of paramount importance. The present position is different. Today, the weakest link in respect of any Government policy is at the delivery stage. This phenomenon is not endemic to India. Internationally also, there is an increasing emphasis on strengthening the delivery lines and decentralization with greater role being assigned at delivery points which actually determines the benefit that the common citizen is going to derive out of any policy initiative of the Government. The Field offices are at the cutting edge of administration and may, in most cases, determine whether a particular policy turns out to be a success or a failure in terms of actual benefit to the consumer. Accordingly, the time has come to grant parity between similarly placed personnel employed in field offices and in the Secretariat. This parity will need to be absolute till the grade of Assistant.

3.1.4: Earlier, the respective pay scales of rs.5500-9000 and 5000-8000 existed for Assistants in secretariat and in Field offices. This disparity was aggravated in 2006 when the Government further upgraded the pay scales of Assistants belonging to Central Secretariat service to 6500-10,500.

3.1.14. In accordance with the principle established in the earlier paragraphs, parity between Field and Secretariat Offices is recommended.

Further 3,8,1: Common cateogires of staff are those categories that are engaged in similar functions spread across various Ministries/departments/organizations of the Central Government. These categories are not limited to any specific ministry of department and, therefore, any decision taken for them impacts more than one Ministry/department/organization.

In the light of the above, there is no dispute at all for parity between Field office and Secretariat. If any thing is applicable in the Secretariat or introduced/refixed pay and granted GP4600 , that is applicable to field offices also upto the level of Assistants.

The PS/SOs (pre revised 6500-10500) in CSS were given NFS 7500 and after four years 8000 in October 2002 but subordinate/autonomous/field offices were left with 6500/-. Because of this, when 6CPC implemented PS/SOs were given GP 4800 and 5400 and PS/SOs in subordiate/field offices got 4200/4600 only (huge difference). Where is the parity between CSS and subordinate/autnomous/field offices, although we all are central government employees. The DOPT/MOF should do something so that there should be parity between same cadre of different offices.

Dear Friends,

As per the original recommendation of the VI pay commission, PARITY upto the levels of ASSISTANTS of CSS has to be maintained. Since Assistants who were in scale of 5500 were upgraded to 6500 scale w.e.f 15/09/06. Hence, the pay commission panel decided to merge the scales of 5000, 5500 & 6500 with GP-4200. Now again disparity, If the 6500 scale is granted the GP-4600, the other 2 scales should automatically be given the GP of 6500. Then only the PARITY upto the level of ASSISTANTS of CSS will be maintained.

The 6th cpc taken into consideration of the scale given to CSS from 15.9.2006 and found that the disparity agrevated by giving 6500 to assistants in CSS alone and hence removed the disparity and brought parity merging all these scales and granted GP 4600 to all (CSS and field office). The para 3.1.7 reveals the government referred the disparity developed from 15.9.2006 to the comnmission for taking a final view thereon. Accordingly the the commission recommended the merger upto the level of Assistants in the field and CSS.

In response to the query of Mr.pkkanwal , for considering the Group B officers of field office, it is quite possible as per chapter 3.8.1 of report . The Ministry of labour also restructured similar posts for EpFO based on CAT judgement in 505/2008. Accordingly they have refixed 8000-13,500 with 5400 GP for pre 6500-10,500. Hence these cadres are eligible at par with EPFO fixation for which individiual Ministries have to restructure the posts as directed by mOF vide OM dated 24.3.2009.

I do not understood your posting at 12.10 pm. Actually the disparity started to crop up since the year 1991 when Assistants of both Sectt and field office were in 1400 scale. At that time, Assistants (Sectt) alone were given 1640 scale. Hence, for parity, as on 1.1.2006, grade pay of 5000 scale (of field office) and 5500 scale (of sectt alone) should have been given 4200 grade pay. As of result of this, in field office, those who are in next higher promotional posts i.e., 5500 scale should be 4600 gpay and 6500 scale should be given 4800 gpay. That would have solved the problem. Instead of solving the problem, the matter has reached a situation of no return (ie., Assts (sectt) have been given 4600 gpay. After this, they are going to introduce post for grade pay of 4200. But, in field offices feeder and promo cadres have been allowed to remain in same gpay. This is JUSTICE?????. I do not know how the gap is to be bridged?

It is a generally accepted norm that the basic factor determininng the quantunm of payment one post- either in public or private sector - carries is the selection level eligibility criteria in respect of qualifications or experience required for the post. In the case of Central Secretariat Assistants who are discriminately given the GP of Rs.4,600, their eligiblity qualification is a graduation only whereas for Assistants in many subordinate offices like National Service Scheme, the eligibility is a graduation with 2 year social service experience. Both these cadres of Assistants are coming through national level competetive examinations conducted by Staff Selection Commission. Surprisingly, the CSS Assistants with lesser qualification are given a higher grade pay for inexplicable logics; ignoring even the well-considered recommendations of the VI CPC. Further, the nature of duties performed by the Assistants in subordinate field offices like NSS is far more challenging than the basically clerical nature of work performed by the CCS Assistants. The former are really at the delivery point of government policies and schemes. The VI CPC has rightly emphasised the significance of fuctionaries at the field level who are at the delivery point of government schemes. For e.g., the Assistants in NSS are directly interacting with millions of our youth in the institutions of higher education. In view of the significance of their placement among the elite youth of the country, they need to be presented as youth icons in respect of their career position and achievement also. Such being the situation, any downgrading of their pay in comparision to the CCS Assistants, who deals mainly with files only, will not only hamper their morale but the entire government schemes for the beneift of the NSS student youth will be affected. My purpose of making this comparison was to highlight the significant role played by the field level officials of the Central Government. Hence, at least parity of their pay with the CCS officials should be established where the real need is undoubtedly to grant a higher pay to these field officials with higher qualifications and more challenging job responsibilites.

The MOF vide OM dated 16.11.2009 reiterated that the Government has accepted parity between field offices and secretariat and also stated GP.4600/- has already been granted to the field office vide OM dated 13.11.2009 . Whereas people are interpreting comments made by the Ministry (ie. As one among the reasons as a competitive examination for secretariat assistants) which is not an administrative correction or not an intention to bring disparity. This comments was required from the Ministry’s part, otherwise the existing assistants of Secretriat (pre-5500-9000) have to come through/serve in another post (ie., in between UDC and the existing assistants) in the pre revised scale of 4500-7000/5000-8000 as is available in the field office. The UDCs of Secretariat are directly promoted to this pre-revised 5500-9000 scale whereas in field office UDC to Head Clerk/Assistant II(Pre 4500/5000) and thereafter to pre 5500-9000. However, government in this OM dated 16.11.2009 further commended it is necessary to create a post between UDC and Assistant with GP4200 as part of parity in the field office also. This clarification gives more clarity that the existing Assistants in the field offices and Secretariat who were carrying pre-revised scale (pre-5500-9000) as on 1.1.2006 are equal and to be treated for same parity since both were drawing same scale, though the field office assistants have more experience and also worked in another cadre also. Hence the government’s approval published in the Gazetee notification of parity scales/merging in these cadres in field office and secretariat vide para (ii) of CCS(R.P) Rules 2008 page 44, cannot be violated by a particular Ministry or branch of an administration.

In which Rule it is defined.
