Dear Sirs,

Although several times I have come across the above term (bunching) and in the past (before 6th CPC) a couple of times a few persons have explained to me, I am still not clear as to exactly what is bunching. I think people drawing pay at different stages getting their pay fixed at one point due to implementation of a new order.

May I have , once again, the correct meaning of bunching and if possible, with one or two examples and action required to be taken in such cases?

Dear Mr.R.K.Rao,
The bunching is provided in order to protect the service rendered in a particular scale. For example for every two service increments in the pre-revised scale, one additional incrrement/or one fixed amount will be provided in the new scale in order to differentiate the senior from junior to protect the salary according to service. In 6th cpc, government assured one additional increment for every two service increments in the pre-revised scale. But when the government given illustration (4A) attached to the gazettee notification and illustration given in OM dated 13.10.2008 are different. A detailed position is explained in my earlier posting in GC connect. under" Contradictory decision/bunching". You can go through that for further information.

Firstly thank you , Sir, I shall read your posting. And I think I have understood bunching to some extent. (Actually it is your repeated support for bunching in the shout box that I want to know about it).

Secondly, you have repeatedly used 'service increment' and 'increment'. Here I am confused.

[If possible, can you please give a simple example for me to understand it more clearly?]

After implementation of 6th CPC, the word bunching has lost its relevance and there is therefore no need to understand it. Clarification given by Shri Krishana is adequate and needs no more clarification. However I am trying to make it more simple with due permission of my seniors. If two or more stages in pre revised scale gets fixed at same stage after CPC recommendations, then one additional increment for every two years of service will be given. Now for example you have to look backward that is scenario after 5th CPC. Take the example of pay scale of Rs.1640-2900/-. By the method of fixation, first three stages i.e.1640,1700 and 1760 were to be fixed at 5500 in revised scale(5th CPC) but by giving bunching benefit of one increment, official whoose basic was at 1760/- was fixed at rs.5675/- and so on.(at that time bunching was to be given after 3 years of regular service). After 6th CPC it has to be given after every two years of service but no benefit has been given on this ground by MoF. Simply it has lost its relevance and thus forget about it. it has become a history now.
