If a person is going to retire on 31.3.2010, can he take LTC for the block period starting from 1.1.2010? Any Member/Sr. Member please clarify. Thanx.

As per Swamy's Handbook, the only criterian of eligibility is that the individual should have put in a service of not less than one year as on the First day of the starting year of the block years. Going by this, the officer should be entliled to ONE of the two facilities, namely, LTC any where in India (2010-13) or LTC for home town for the Block 2010-11. For obvious reasons, the individual shall be entitled to Leave Encashment on such LTC availment.

This is apart from the One way Travel entitlement to the Home Town or his choice of place of settling after retirement.

Yes. The person is entitled to LTC either to visit any place in India or home town. However, the return journey should be completed before the date of his retirement.
