is a government employee entitled for both incremental and promotional increment if his due of increment is on 01.01.1996 and on the same date he is being promoted to higher post?

Dear Friend,

If an employee is to be promoted on 01/01/1996 and also he is eligible for increment on the same date, first the increment in the lower grade is given as on 01/01/1996 and on promotion, the pay is fixed by granting another increment in the lower grade and would have been fixed in the stage which would be available in the higher grade. If you would say your pay as on 01/01/1995 and your scale of pay and also the promoted grade and the scale of pay, it would be easy to explain you. If possible kindly post these particulars.

Can u also look into my query /Thread no 1052 in this 'pay fixation' subforum pls Sirs?
Will be obliged to get an early solution to my query which is causing me financial loss since the 2008 rules were implemented. The loss is continuing till date.

Dear Sir, am a teacher working in an autonomous body that follows central govt rules. I joined the instt on 15.9.92 as TGT inthe scale of 1400-2600. In Vth pay comm my basic pay was fixed at Rs. 5675. In 15.9.2004 I got my promotion and was placed in the scale of 6500-200-10500. In VIth pay comm my basic pay was fixed in the scale of9300-34800-PB2 i.e Rs 14330+4200=18530.My grade paywas revised in2010 at 4600..
My Junior who had joined on1.1.94 gets 16760(basic) where as I am drawing 16730(basic) .I would like to know whether this is correct or not? If not then how much should be my basic salary. As I am senior to her by almost 2 years , am I not supposed to be ahead of her?
kindly help me.

Dear sir, I joined in 15.9 92 and my basic was 7700 on 1.1.06. My junior( joined in 1.1.94 ) is getting more than me as her increment date and promotional date and VIth pay comm fixation date fall on 1.1.06. In that case how is my pay going to be stepped up and how much am I supposed to get after refixation(stepping up). kindly help me
with regards.
